GBD 2019 UHC effective coverage paper for review – comments due January 22

Dear Colleagues,
We are pleased to share with you a preliminary version of a paper to accompany the GBD 2019 capstones, “Measuring universal health coverage using the UHC effective coverage index in 204 countries and territories, 1990–2019: a systematic analysis from the Global Burden of Disease Study 2019.”
Our paper presents methods and results for measuring effective coverage of health services to better track progress toward UHC at both global and country levels. Drawing from recommendations provided by the General Programme of Work 13 (GPW13) Task Force on Metrics and prior effective coverage conceptual work, the UHC effective coverage index aims to capture potential health gains delivered by health systems across the life course and health service type. Results demonstrate the importance of including a range of non-communicable disease indicators alongside interventions focused on infectious disease as well as maternal and child health – and how country-level performance can vary when population-level health gains are taken into account. Given that this metric can be assessed using data systems required for monitoring the health-related Sustainable Development Goals (SDGs), we believe the UHC effective coverage index can provide robust monitoring for national and global UHC targets, such as SDG 3.8 and GPW13 UHC billion target.
