My second question concerns our PBL on pensions ( CGE1008). When the convention was signed in 2017, the NCO public brief was not included in it so we would need to have your approval of such document (which is attached and which contains all the information that ca be published in the public database).

I hope this email finds you well despite the current situation.

 

I am writing because AFD is planning to do an ex-post evaluation of the multi-year PBL on Social Welfare.

The main goal of the evaluation is to analyze the impacts of the reforms supported by the PBL and to capitalize on good practices and lessons learnt within the framework of this project to improve our further PBL operations in this specific sector but also beyond it. Depending on the evaluation, we could also consider providing a specific support to the entities in charge of public policy assessment within the framework of a future PBL.

 

The first step  would be to understand how the impact and efficiency of public policies are assessed in Georgia. To do so, we propose to organize a preliminary call with all the entities responsible for such activities to (i) get a better understanding of public policy evaluation process and (ii) present AFD’s approach and methodology for ex-post evaluation. Based on this exchange, we could then develop ToRs for conducting the evaluation of the Social Welfare PBL.

 

If we are not mistaken , the State Audit Office of Georgia should be involved in the process, and probably as well the MOF and the MOHLSA. Who are the other entities that should be involved in the evaluation process ?
