This is to inform you, that due to the official request from the MoILHSA  PIU has reallocated recently the project budget within the Component 1 and created the new budget item: primary health care (PHC),  with 3 million resource allocation, for the reason to strengthen the primary healthcare facilities of Georgia.

 

As you probably know, strengthening PHC settings and improving populations’ access to quality basic health care services, especially in rural and geographically remote areas of Georgia, is paramount in the context of COVID-19 emergency. Since entering into an active phase of the response in February 2020, the country’s health care system has been increasingly facing the burning need for urgent improvements to occur in PHC settings in rural parts of Georgia. 334 rural PHC facilities have been already reconstructed and refurbished, under the Ministry of Regional Development and Infrastructure, and the MoILHSA has already initiated the call for expression of interest (http://procurement.gov.ge/), for further state procurement of essential equipment and furniture for the Centres. However, the state procurement procedures are time-consuming and in expected scenario the goods would be delivered only after anticipated next waves of COVID-19 gain the strength, if not prevented effectively. 

 

Given the abovementioned reasons, in order to ensure timely delivery of goods, it was decided to divide the long list of needs and initiate to purchase part of the items through the WB direct procurement and for the  remaining items/quantity  continue the State Procurement procedures (See share of items in Annex 1).

 

In addition, the urgency of this request is further emphasized with the recent special report by the Georgia Public Defender (July 2020) pointing at a crucial importance of improving physical structure and means for appropriate hygiene and sanitation in rural health care centres, and supporting essential capacities for basic health care program, including immunization, coverage of which has been lagging behind, against the COVID-19 gaining more urgent attention and resource from implementers. As per report, the decrease in coverage is most evident in hard-to-reach areas populated with ethnic minorities. 

 

In light of the abovementioned, as soon as the call for the expression of interest has finished, the Ministry shared the shortlisted companies with the PIU. There were the list of approximately 10 companies for all items (furniture, medical equipment and refrigerators).  Given the fact that the submitted information from the companies were not fully finalized, the PIU contacted these companies and requested clarifications on prices, quantities, etc.

Accordingly, the PIU have received the complete package of information, hence the price quotations for the medical equipment, including refrigerators, from the following three companies:

LTD Tbilisi Medic offered GEL 990,735.00

LTD Unimedi offered GEL 1,576,650.00

LTD Primax Georgia offered GEL 1,650,450.00 and

 

The presented price offered by LTD Tbilisi Medic 990,735.00 is the lowest, the company also offered the shortest delivery period of goods, compare to others (30-45 days mainly). LTD Unimedi and LTD Primax offered very high refrigerator prices.

 

In addition, the PIU  have received the price quotations on the basic furniture from three different companies.

LTD Geo Plus (Geo +) offered GEL 184,470.00

LTD Geo Group offered GEL 199,980.00

LTD Ave offered GEL 209,550.00 (and has less than three years of experience)              

 

The lowest price was offered by the LTD Geo Plus 184,470.00

 

Considering abovementioned the Ministry and the PIU seeks WB’s No-Objection to contract two companies: LTD Tbilisi Medic with the price GEL 990,735.00 for the medical equipment and refrigerators and LTD Geo Plus with the price GEL184,470.00 for the basic furniture, in order to assist the GoG at an initial stage for procuring listed goods without any delays, hopefully using the World Bank’s mechanism for direct procurement.
