| | Dear Reader,
This newsletter circulates as the world begins to emerge from a three-month lockdown instigated to reduce the impact of the COVID-19 pandemic. In the early days of the lock down the MPF team braced for impact as it was clear that mobility and migration would be severely restricted. Yet, as we reached out to partners for updates, their responsiveness to the crisis and flexibility to amend methodologies and be creative in the face of adversity was impressive. The mobility pilot projects have naturally faced significant challenges – with migrants locked down alongside the populations of destination countries and others thwarted from travel to much-awaited placements in Europe. It is testament to the political will of all involved that mitigating measures have been identified in each case. The longer-term impact of the pandemic on mobility remains to be seen. Will the imperative for economic growth provide additional avenues for mobility initiatives or will increased unemployment see states restrict movement further? We will be monitoring the situation closely and ensuring that we share lessons and experiences amongst our stakeholders. In this newsletter, we are pleased to share feedback from MPF project beneficiaries. It is important to be reminded that behind the policy discussions and mobility pilots are people, whose professional lives and personal horizons are enriched through their participation in the MPF-funded schemes. The Focus On Section in this edition thus offers space to our beneficiaries’ voices, affirming the programme’s impact at both individual and institutional levels.
The third phase of the MPF began in January 2020 with a budget of just over €20 million. A Call for Proposals was published and we already have a healthy pipeline of interest and our first award in process. For more information on the Call for Proposals, please see below.
We also take the opportunity to update you on the Prague Process where work has continued at pace despite Covid 19 restrictions.

| Focus on beneficiaries: Young Generation as Change Agents“Young Generation as Change Agents” (YGCA) is an MPF-funded action seeking to establish a circular legal migration scheme between Morocco and Spain. The action offers young Moroccan graduates the opportunity to pursue a one-year master's degree in Spain, and supports participants to implement business and entrepreneurship projects upon their return to Morocco after graduation. We spoke to Ms. Yasmine Maghnouj, a YGCA participant studying at the School of Architecture in La Coruña, about her experience in the programme. Yasmine is in the final stages of her master's degree in Architectural Rehabilitation and is currently following her courses online.

| Focus on beneficiaries: PrometheusPrometheus is a project implemented by the French Ministry of Interior with the support of CIVIPOL that aims to strengthen the functioning of the visa-free regime between the EU and Georgia. We are very pleased to have the opportunity to highlight the personal experience of one of its beneficiaries, Mr. Luka Paatashivili who writes below: I am glad to be able to share my operational deployment experience in Marseille, France, as part of the Prometheus Project [...] my deployment in France, within the framework of the Prometheus Project, has been the most important professional training and period for me during my time in the police force.

| Focus on beneficiaries: K9 Division of the Georgian Border PoliceThe K9 Division of the Georgian Border Police (B/P) recently benefited from a project of support from their Latvian counterparts and financed by the MPF with funds from the Internal Security Borders and Visa budget. B/P Colonel Teimuraz Chkhartishvii, Deputy Head of K9 Division, MIA Border Police of Georgia described how the project conducted training and provided material assistance, which included the establishment of a service dogs’ gene pool for breeding and provision of K9 equipment for delivery of effective practical field training.

The MPF III has an open Call for Proposals seeking applications to support the objectives of the Mobility Partnerships, CAMM and other frameworks, as well as more broadly to support projects that facilitate legal migration.
Under the legal migration dimension in particular, the Call for Proposals has very purposefully broadened the scope of eligible activities to allow more holistic approaches to be considered, with capacity building, research and the delivery of mobility pilots all foreseen.

| | | Updates amidst the COVID-19 pandemicOn 6 April 2020, Mr. Tautvydas Tamulevičius, Vice-minister of the Interior of the Republic of Lithuania, as the current Chair of the Prague Process Strategic Group, informed the 50 participating states about the joint decision to reschedule all face-to-face activities planned before summer due to the COVID-19 outbreak. The Strategic Group instead tasked the Prague Process Secretariat at ICMPD to launch a series of online (remote) activities within the three Specific Objectives of the ‘Prague Process: Dialogues, Analyses and Training in Action’ initiative, implemented as Strand C of the MPF II project. Following up to this decision, the Secretariat launched a webinar series, inviting various migration experts to, amongst others, address the different implications of the COVID-19 pandemic on migration and mobility.
