Dear David and Tamar,
I have taken over from Martynas Baciulis the tasks of economist for Georgia in DG ECFIN in the Commission.
Further to earlier exchanges of emails and our phone conversation on 12 July, we would like to ask you about progress and current state of play on unmet MFA conditions. In
particular:
·
On
public investment management (condition 1), we have not received the requested information on the institutional setup of the PIM system, its scope and the timelines.
·
On
PPPs (condition 2), could you please provide us with information on staffing and operations of the fiscal risk unit at the Ministry of Finance?
·
On
public procurement (condition 3), we have received the requested information from the SPA, but we still have doubts whether the undertaken measures are sufficient to reduce the share
of direct procurement and how to understand some of the tables. We will address the SPA directly.
·
On the
Motor Third Party Liability law (condition 4), have there been any new developments? When is the draft expected to be adopted by the Parliament?
·
On
healthcare (condition 6), the strategy for strategic purchasing was expected to be adopted by the government in July. Has it been done? If so, could you send us the text of the strategy?
·
On the
labour market strategy (condition 7), the EU side has provided in early August its positive assessment. Has the strategy been adopted since then? Could you share with us the (draft)
action plan that is supposed to complement this strategy with implementation timelines and costs?
·
On
land registration (condition 9), we commented in our recent email that the “action plan” part of the received document would need to be more detailed. Do you have any feedback on
this?
·
On the
Law on Entrepreneurs (condition 10), have there been any new developments? When is the draft expected to be submitted to the Parliament?
We would be grateful for your quick feedback on these conditions, in order to speed up the implementation of the outstanding conditions.
