Dear Nino, Lia,
Thanks again for the productive meeting this morning. As discussed, we have put together a draft agreement (attached) using the standard delivery of outputs template agreed corporately between WB and UNOPS: https://docs.google.com/document/d/1tD6G7TDWYJDe77GkzCETchuZTLXqczYJ/edit#
The draft is based on the latest list of items, which we have also included as Annex in the document and which we understand might change before signature. The budget calculations/estimates also derive from the information in this list (again to be revised/updated before signature according to the final list).
As also discussed the final amounts that will be included in the agreement will be indicative, proposed as ceilings based on UNOPS’s market assessments and best estimates. In case of savings, UNOPS will communicate with WB/MoH and agree how to proceed with savings (procure additional equipment, return savings to the funding source, etc.).
Please note that there is a final clearance process internally in UNOPS before signature, but that should not take more than a couple of days.
Based on the estimated list of items/volumes, we have managed to provide a very attractive fee. As noted earlier we encourage sticking to a larger envelope to give more flexibility, and if we were to make changes to the list or scope, that would happen through a simple amendment.
We fully understand the urgency and expect many of the items to be delivered this year. It is also envisaged that there will be certain procurement activities that are quite complex and will take more time and actual installation will only happen next year. Our strategy would be to proceed on multiple parallel procurement activities to ensure quick delivery on most easy items (supplies will arrive continuously over the coming months).
