The WHO Health Financing Team requires consultancy support on two issues related to the development of the Health Financing Progress Matrix (HFPM); the first area is the development of a set of metrics for the questions which make up the (HFPM), with more information available here:

The second area relates to the development of methods and processes to improve the reliability of country assessments using the Health Financing Progress Matrix, which is primarily qualitative in nature. More information is available here:
