Dear delegates,

On behalf of Gavi, CEPI and WHO, we would like to thank you for your participation in the ‘Principles of Participation’ consultation on Tuesday. A total of 332 participants joined the discussion, representing 83 self-financing economies, all of which have submitted an EOI, and with participation from development banks and international organizations. This strong showing is an indication of the support for the Facility and your involvement is critical as we continue to co-create toward ensuring global access to safe and effective COVID-19 vaccines and an end to the pandemic.

During the consultations, participants have asked for increased flexibility in the design of the Facility and we are now in the process of updating the ‘Principles of Participation’ to better reflect these good inputs and insights shared. We will circulate a revised version no later than Friday, 21 August. Please be informed that the ‘Principles of Participation’ are in fact the terms laying out the conditions for joining the Facility so please do review in detail.

We will also soon be sending you the legally binding ‘Commitment Agreement’ which will include individualized country costing estimates and options. Given the delay in getting this information to you due to some of the requested changes, instead of requesting the formal binding commitment by 31 August, we are requesting that participants provide a ‘Confirmation of Intent to Participate’ by 31 August for which we will provide a template next week. The Confirmation of Intent is an important indication for manufacturers with which we are in active negotiations to secure vaccine doses for the Facility. We will be following up shortly with more information on the final deadline for the signing of the legally binding Commitment Agreement. This Commitment Agreement will be due shortly thereafter as will the receipt of the upfront payment to join the Facility so that the Facility can work with Manufacturers on your behalf to secure critical doses to COVID-19 vaccines.

We have received a number of important questions over the course of the past several weeks and in order to better support you as we move toward the Commitment Agreement, we will also share a series of participant Q&As with the first set coming out next week.

The COVAX Facility is the outcome of our close collaboration and commitment to ending the COVID-19 pandemic and the global impact this is having on lives and livelihoods. We look forward to continuing to work together as we move this momentous work forward.
