Dear Delegates, 

We would like to first thank you for the positive feedback provided by you and others on the COVAX Facility. We believe this Facility is the best approach for providing global access to safe, effective, COVID-19 vaccines quickly and responsibly. 

As the next step in our consultative process to co-create the COVAX Facility, we invite your government to the  COVAX Facility ‘Principles of Participation’ Consultation hosted by Gavi, CEPI and WHO with all self-financing governments/participants that have expressed their interest in joining the Facility.   

The consultation will take place on 11th of August  from 13:00 to 16:00  CET in English. Please note this will be a working meeting covering a significant amount of content and will not require formal interventions. The deep-dive topics for the session will include allocation, financial terms and payment, and governance. Ahead of the meeting we will be sharing a detailed agenda and two documents: (1) the ‘Principles of Participation’, and (2) a commitment agreement term sheet. For your reference, we will first share both documents in English – which is the legal version – and will follow-up with translations in Arabic, French, Portuguese, Russian and Spanish as soon as they are available to us.  

As in our previous consultation we will be able to accommodate a Head of Delegation and up to 3 representatives from each participating economy. In order to maintain a direct line of communication following the session we encourage participants to include delegates that will serve as decision-makers in formalizing your participation in the Facility and that can also act as our focal point of communication. We also kindly ask that participating governments submit any questions in advance so that we can better tailor the content of our discussion. We will provide you with a link to submit your questions by Friday 7 August. 

Kindly provide the registration details for your delegation and all e-mail addresses, to which all future documents (e.g. the ‘Principles of Participation’ and commitment agreement) throughout the next month should be sent to, by completing the following link until Thursday 6 August, 5 PM CET. Please indicate who the Head of Delegation is and to allow the maximum time for questions for each economy, we respectfully ask you to channel all questions through your Head of Delegation.
