Many thanks for your letter dated May 13, 2020. Based on the information provided the Bank has no objection to award the contract in favor of MDS LTD for 20 units of Mobile Emergency Ventilators with the total price of USD 313,476.00

Bank's recommendation is that all subsequent documents related procurement of the above goods shall be shall be uploaded in STEP after obtaining an access to the system, and make it available for the post review to be conducted. 

Please, forward a copy of the signed Contracts to the Bank prior to requesting or making any payments under this Contracts.

We have received the quotation from Philips and Weinman. Dima Italia has responded that they do not possess the equipment with required specification.

Given that Emergency Ventilators from Hamilton Medical has the advantage of being a turbine-powered device that can provide a 21% to 100% oxygen concentration to the patient, and in the event of a power outage or balloon depletion or in a field where there is no oxygen source, it can transform an oxygen concertation from atmospheric air. As for the Phillips breathing apparatus it does not have a neonatal breathing mode.

Considering the urgent need, we are also satisfied with the delivery terms of the proposed items. First batch will be delivered in early June.

In the light of above, we would like to kindly request the World Bank’s No Objection to proceed with direct contracting with MDS LTD for 20 units of Mobile Emergency Ventilators with the total price of USD 313,476.
