Dear colleagues and MoF/MoH representatives,

Thank you so much for the signed LCW form. I noticed the amount you included is higher EUR 73.6m, than the current EUR equivalent for USD 80m = EUR 73.1m.

 

You also selected the Automatic-Rate Fixing (ARF) by amount. You chose the total amount of the loan as the amount to fix the rate. I am not sure there is a particular reason for selecting the total amount and not partial disbursed amounts (i.e. like every EUR 20m or after 50% of the amount disbursed, etc). At the end of the day, this is your decision and I will accept it.

 

Maddalena and Volkan,

Please let me know if you would be able to increase the USD 80m to keep the EUR 73.6m  or the MoF has to resend a revised LCW. See attached draft Amortization Schedule.

As discussed last Friday, please find attached:

1)      Samples of Terms of Reference for the following Project Implementation Unit (PIU) consultants: coordinator, procurement specialist, financial management specialist, social and environmental specialist (may be one or two consultants)

2)      A generic sample for a Project Operations Manual (POM) for COVID Emergency operations. Please note our POM will need to describe the flow of funds for the three types of cash transfers under components 2, how the flow of funds will be managed from the Designated Account to final beneficiaries as well as the roles and responsibilities of each agency involved.

 

Next steps:

  • Our team stands ready to support you and Tamar establish the PIU and finalize the POM the sooner, in order to implement eh project immediately.
  • We’d appreciate if you could please confirm the eligible expenditures and amount for retroactive financing.
  • We look forward to receiving the LCW tomorrow
  • Please confirm the timeline and type of legislation needed for the introduction of (i) the temporary emergency benefit for vulnerable households and (ii) the temporary unemployment benefits
  • We’ll provide you with the Georgian translation of the Stakeholder Plan and ESCP document by tomorrow , latest on Tuesday. We welcome your comments. A kind reminder to please publicly disclose them before April 23 in the ministry’s website.
