Dear Tamar

Thanks for the data files. The costing sheets show the detailed package rate. I have reviewed the note and the data collection tool.  My review points are mentioned in the file attached. The data being collected is exhaustive however we should try to get the back up of the figures shown in the tools for further review

I have also attached one Information introductory sheet which may be got filled up, if possible at this stage. The answers to the queries are normally in yes/no but these give an insight into the overall functioning of the health care facility and are useful for review. It will not take much time for the hospital officials to fill the same but it will provide a detailed insight into the working of the healthcare facility. Alternatively, detailed review of the financials with statistical may help a lot.

Also, the details of Inpatient stay/OT hours  etc. considered is not available from the sheets. hope the same will be made available once the details back up is provided. If the hospitals have provided only the costing sheets as have been sent to me, we really need the back-up for the same to check the authenticity of the rates considered.

The data collection seems to be ok but I could not trace the mapping with the actual financials.

We will be able to review it thoroughly again, once we get,

1) Financials of One hospital

2) Package costing Sheets of the same hospital alongwith the back up and explanatory notes for the respective hospital clearly showing as to how the rates have taken in the costing sheet

3) The working showing primary and secondary distribution.

Please refer to the files attached

In case any further clarifications is required, we can have a discussion at any time convenient to the team

Regards

Navneet

Dear Navneet

Many thanks for your e-mail and follow up. With this I am sending the data collection files used for obtaining cost data from hospitals. Attached is also a brief description describing how tariffs were calculated for initial set of services. Similar data were obtained from all UHC program participating hospitals (<150 facilities).

Your initial feedback on data collection tool would be appreciated.

Mister Giorgi Tchavchavadze, Head of the Policy Unit is CC-ed on this e-mail for follow up.

With kind regards

Tamar

Dear Navneet,

I hope this email finds you well!

We had a meeting with the MoH today to discuss our joint work including the costing study. Thankfully, COVID-19 work is slowing down for us and the colleagues in the Ministry, and now we can focus on other work.

If you are still available, we would like to set up a call to discuss the next steps with the costing study. The technical teams from the Ministry will join the call as well. During the call, if you can briefly talk about different approaches to the costing, it would be very helpful to decide which approach is more suitable for the case of Georgia.

Please let us know when it would be a  good time to set up this call sometime next week.

Best,

Volkan

Many thanks for your prompt reply. I fully understand the situation, it’s very difficult to plan international trips these days. Thanks for suggesting about starting work remotely. As a first step may I kindly ask you to arrange a teleconference to present costing methodology and tools used internationally. We can then continue with more specific tasks.

Dear Volkan & Tamar

Thanks a lot for the invitation.

In view of many cornovirus cases in India and in Delhi (City where I reside) also and other countries, it is advised by Indian Government to avoid International travel.

Moreover, I was suffering from viral fever for last 2 weeks and have just recovered from it.

In view of this, I request you to kindly pardon me for not being able to make it to Georgia as earlier planned. We will mutually decide my next visit date.

However, we can immediately start the work. Nino can send me the files so that I can review the same through webex call with him and  plan further steps

Sorry again, for not able to make it as already planned

He is available between March 25th and April 5th to visit Tbilisi to work with your team. If these dates are OK for your team working on costing exercise, we can arrange his travel immediately.
