Dear Mirena and Vanja

Many thanks for providing this summary. Yesterday on May 25th  Anzor and myself met the team of local experts to discuss next steps. Natia will share the Geo drafts to everyone and the legal expert will start reviewing documents to then convert them into the needed format. Meanwhile we will conduct several consultative meetings to decide on pending policy issues.

I’ve sent the RIA methodology yesterday to you both. Our legal expert will double check if RIA is a mandatory requirement for these bills. But most probably it is.

I am looking for candidate for ICU expert and will get back once I have a couple of CVs collected.

Meeting with Georgian Ministry of Health held on 15th of May 2020 (5-6 pm CET) with Mrs Tamar Gabunia and Mr. Anzor Tchavtchavadze (

Summary:

1.    Ministry of Health will carry out an internal consultation on the 3 draft Law proposals delivered by the EU experts (V. Nikolac and M. Busic). It is estimated that consultation process will be finished by the end of the June at the latest  

2.    Feedback on the consultations results will be provided to the EU experts, in order to finalise draft law proposals  

3.     Ministry of Health will explore current situation on the RIA (template, methodology and regulation) and inform experts, since it is not yet clear whether the new methodology should be applied to a subject laws (SoHo legislation)

4.    List of eligible ICU experts will be explored by the MoH and communicated to the EU expert for potential engagement in the project

5.    Meantime, EU expert will continue in drafting by-laws of exclusively technical content, which won’t be subject of the changes due to results and input of the beneficiary’s internal consultation process.  Drafts of these by-laws will be delivered by beginning of July.

6.    Representatives of the beneficiary were provided with a drafted law proposals and list of open questions that should be decided on the national level, by Georgian authority (such as designated body for inspection,& authorisation, organ procurement organisation….).

7.    Beneficiary was informed on the necessity of establishment of  inspection body and selection of personnel to be trained through the project
