As I was informed by Dr. Tamar Gabunia, one of the alternative dates for conducting Korea study tour is 17-21 February, 2020.

Please, be kindly informed that these dates are acceptable for the high-level representatives of the Ministry.

Many thanks for your e-mail and this update. This is a great progress indeed. I hope to hear good news on a consultant who could assist with unified tariff setting. 

It is great that you will be joining the upcoming mission. At this stage I do not have anything specific to add to what we've already discussed. 

As I've  mentioned before Madam Minister and myself would be happy to participate in SC tour. The only issue is that we are expecting the high level US mission either in the week of February 23rd or early March. We are waiting for confirmation from the Embassy. If this is confirmed for early March then we will confirm our participation. I hope to have more certainty by Friday.

I would like to brief you on what we have done since our last visit to Tbilisi:

1. We have contracted with the public financial management expert (PFM) expert Nick Bain, who will with us on the PFM report. Attached is his resume for your information. We will also find a local consultant to help us with data collection and desk study for previous relevant work.
2. We are still looking for a consultant to work with you on unified tariff setting. I contacted with someone, but he wasn’t available. I hope to give you a good news on this in a week or two.
3. We have already prepared the official PCHPI invitation letter, it is being reviewed by other partners (Gates Foundation, WHO, and Harvard). I think Beth Tritter, Executive Director of PHCPI, will send the email with the invitation letter directly by the end of this week.

 

In addition, I will be joining our Practice Manager, Tania Dmytraczenko, and our Director, Fadia Saadah to come to Tbilisi. Is there anything you want me do/say before our meetings at MoILHSA and/or Ministry of Finance? I would be happy to do it if it helps with our joint work.

 

As I mentioned during our last meeting, Korean colleagues asked us whether we can reschedule the Korea study tour two weeks later, i.e. between Feb 24-28, instead of Feb 10-14? I hope Feb 24-28 is acceptable for you. Have you and/or Minister Tikaradze made a decision about joining the study tour? At least for some part of it?

 

On a related note, Armenian Ministry of Health asked us  the level of  delegation from Georgia. They informed us that if Georgian delegation includes Minister and/or Deputy Minister, they also plan to participate at the same level. If you can kindly confirm your participation as well as Minister’s participation, we can finalize the logistics on our end before Christmas/New Year, and also inform the Armenian colleagues. I really hope that you can join us!

Thanks for your support during our mission and productive meetings!

As agreed, we are going to work on following topics next a few months to support your policy agenda:

1. Selective Contracting with private hospitals

• WB team with a support from an international expert will provide technical assistance on developing a robust regulatory framework to selectively contract with private providers, monitor and regulate private sector;
• A seminar/conference will be organized to bring both public/private stakeholders, international experts, and practitioners from other countries together. The event will cover topics including selective contracting, regulation of private sector, tariff setting, public-private collaboration, etc. WB team will work closely with the Ministry on the agenda, participants, and dates for the event.

2. Unified tariff setting for hospitals

• WB team will find an international expert to work closely with the Ministry for developing a methodology for unified tariff setting and re-estimating cost.

3. PHCPI assessment—conditional on Minister’s approval.
4. Public Financial Management assessment—conditional on Minister’s approval.
5. HUES study

• As in the 2018 HUES study, WB team will contact with the Global Fund and WHO to collaborate on HUES 2020 study.

6. Health financing strategy—If needed, WB will support the EU consultant for the health financing strategy development as part of overall national health strategy.

 

Thanks again for your support during our mission and informing us of recent policy initiatives! I will also send you a couple of emails to share PCHPI and PFM draft letters and documents to inform the Minister shortly.
