please find the input to the ToR related to the HFPM (see below). We can be flexible on number of days -> 6 or 8 days depending on the contract format is fine.
I also informed Matt Jowett and he is really glad that Georgia is on board. Actually, Andres Rannamäe is also working for him on this task but his focus is more on overall governance model for this assessment process.

Background
In order to improve efforts to monitor progress in health financing at the country level, WHO’s health financing team has developed a Health Financing Progress Matrix (HFPM) based on the different functions of health financing policy. The objective is to systematically assess the health financing situation in a country, from a qualitative perspective, and gauge whether over time it moves in a positive (or otherwise) direction, based on global evidence about what matters for health systems to progress towards UHC.
The HFPM builds on the WHO health system framework for UHC. While the final UHC goals are subject to extensive data analysis and monitoring as part of the SDG agenda, the HFPM allows progress (or otherwise) in health financing policy development and implementation to be identified at the country level, based on international evidence of those policies and actions which have a positive effect on UHC.
The HFPM forms the standard approach by WHO to assess country level health financing systems and supplements the quantitative SDG indicators 3.8.1 and 3.8.2. At the same time, an application of the HFPM helps to identify key areas of health financing policy which need to be addressed in order to improve efficiency and equity in the health system and make progress towards UHC.
Deliverable
The written review of the Georgian health financing systems by applying the Health Financing Progress Matrix version 2.3 organised around the different functions of health financing system (1st draft by March 15, revised draft by March 31). Template will be provided by WHO.
