Many thanks for your e-mail. Our approach is 1) to strength capacity of all seven public hospitals to ensure their adequate preparedness for the COVID response in short to medium term.  2) provide adequate compensation to all private and public hospitals which were converted into Fever/Covid clinics and lose their income due to limited number of other somatic patients. I’ve attached a brief contextual description of the Georgian health care landscape and what are most  immediate COVID related needs. This was prepared for the WB project. I thought you may find this useful.

The Ministry has recently established the Medical Holding which serves as a governing agency for Central Republican Hospital, Children’s infectious Disease hospital, Lisi Hospital, and Rukhi Hospital. The holding will be the main beneficiary for expected support and would benefit the most from reprogramming and equipment.

In Addition there are 3 more state owned health care facilities (1) Batumi Republican hospitals with the newly built building (2) Tbilisi University Clinic and (3) Tbilisi Center for Aids and Infectious Diseases. These facilities also require some attention. The rented building for Infectious disease hospital is in a bad shape and it is most urgent to solve this issue. We may use Lisi hospital’s building (if refurbished and equipped) for relocating infectious disease hospital. We’ve included minor refurbishment and equipment of hospitals in the WB loan agreement. Approximately 28 ml Euros (WB loan) will be allocated to laboratory capacity building, hospital remodeling, equipment and service delivery costs/compensations.

I’ve attached the needs estimation matrix with potential funding sources and funding gaps identified. I’ve also indicated which hospitals can be supported from EIB project (1) Central Republican hospital in Tbilisi – New Construction (2) Pediatric Infectious Disease hospital in Tbilisi- demolishing the old building and constructing the new (3) Refurbishing and equipping Lisi hospital for developing infectious bed capacity (AIDs/infectious disease center will be moved to the refurbished building).
