Subject: RE: EIB - COVID19 Response
Dear all,
Following to our conversation the other day about the list of equipment for the support capacity improvements in the Rukhi Clinic. The construction of this clinic was completed recently (Autumn 2019), so I assume that none of the devices included in the list will replace existing ones, but will complement them. My questions to the promoter:
· In general, I would like to clarify the status of the Rukhi Clinic before the capacity improvement: was it already in operation? Does it replace an existing hospital? Was it fully equipped as a general hospital?: Rukhi hospital is located in a new building (construction completed a few months ago), Rukhi hospital is the extension of the Central Republican Hospital in Tbilisi. Both operate under the umbrella of the Medical Holding, which is the state establishment overseen by the ministry. Rukhi hospital was equipped with most basic equipment and started medical activities 2 weeks ago. Although currently the hospital works as fever center/COVID clinic, in the future our intention is to make it a fully operational multy profile hospital. Full equipment for Rukhi is included into the WB supported project.
· On the other hand, more specifically I would like to understand the rationale behind the Operating Rooms equipment and new operating tables and the CT Scan and where these elements will be installed.: COVID patients may have various health needs. Having CT scanner is absolutely essential for COVID differential diagnostics, as for operating rooms- we’ve already encountered COVID 19 patients who needed surgical treatment. Therefore, it is important to ensure that Rukhi clinic has full capacity to deliver diverse services. This is also important for serving people coming from the Occupied territories on Abkhazia.
· Excel “Hospital EquipmentforRukhiClinic”: please clarify what are the numbers in the columns C and D.- Please disregard the Excel sheet, it was sent for illustrative purposes only. Attached you can find an updated list of needed items including hospital equipment, PPEs among others.
· There must be a document justifying the equipment needs on the basis of the expected demand. It would be very helpful to have a look at it, if available. – ICU equipment and PPE, laboratory needs were estimated by WHO colleagues. Please find attached. This estimated are incorporated into the Excel spread sheet I’ve sent with my previous e-mail. As for the hospital equipment this is based on a standard list of equipment for multiprofile hospital that is in line with the national regulatory requirements for hospital facilities.
Thanks
KR

Subject: EIB - COVID19 Response
Dear First Deputy Minister of Health Gabunia and Deputy Finance Minister Gagua,
Thank you very much for giving us your time today and for the fruitful discussion. We take note of your immediate and medium to long term requirements to ensure the protection and safety of the population of Georgia and also the resilience of your healthcare system in this difficult context. Please rest assured that we shall commence to work on the possible solutions to ensure an effective and swift response. In the meantime and in order to move things faster, I append a list of current eligible equipment (this may be subject to change) that would benefit from the EIB emergency assistance COVID19 response. I would kindly request that you start to draw of programme of activities that you will require this financing by providing the following information:
1. Brief description of investment needs, timeline and implementation schedule;
2. A breakdown of the equipment or equivalent works required or programme that will require funding (for example, beds, ventilators, hospital extension construction);
3. Proposed procurement method to be used;
4. A statement that this investment forms part of the national response to the COVID19 pandemic in Georgia with the public as the main beneficiary (i.e. population of Georgia);
5. A statement of resource adequacy to show that there is enough staff available for the emergency response and where applicable provide details of emergency staff training requirements.
The above information will enable us to proceed with a fast appraisal. We shall work on the possible i) EUR 100m disbursement for immediate usage and ii) a framework loan of EUR 100m for the construction/refurbishment of a hospital both as part of the COVID19 EIB response programme.
Our office will be sending a formal letter tomorrow for the attention of the Minister of Finance to express EIB’s solidarity and support to Georgia in this difficult context. Together with our local office, we look forward to work alongside you and support you on the above projects.
In the meantime, please feel free to contact me for any additional information that you may require.
With my best regards,
Jatin
