Subject: Study on Caesarean section rates in Georgia

Dear Dr Gabunia ,

As you are informed, WHO Country Office in Georgia, with technical guidance from WHO Regional Office for Europe, SRH|MNH Program, initiated a study on impact of financial interventions for reducing the cesarean section rates in  Georgia. More specifically, the study aims to assess the impact of goal-setting and innovative financial regulations applied by the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia for cost-saving and reducing caesarean section rates in Georgia. For designing and implementing the study, WHO /EURO and the Country Office started collaboration with the national consultant – Ekaterine Pestvenidze, who is working under the supervision of WHO Europe SRH|MNH Program Manager.

The study methodology and approach has already been developed and agreed with WHO Europe SRH|MNH Program Manager. The basic data on Cesarean section rates has also been reviewed. Yet, for accomplishing the study aims and making comprehensive analyses, there is a need for obtaining a comprehensive per-facility data on Cesarean section rates by years (2016-2019), along with the copies of policy documents on financial regulations applied for targeted reduction of Cesarean section rates, copies of individual contracts with perinatal care facilities reflecting the targets set for Cesarean section reduction and finally, financial penalties applied for non-compliance with accomplished targets outlined in contract agreement.

Since all the above-mentioned information is in the possession of the Social Service Agency, we would appreciate if you kindly facilitate access to the required data and information to conduct a comprehensive analyses and kindly appoint a person from the Ministry for collaboration and follow-up with the WHO Consultant.

Thank you for your collaboration.
