ძვირფასო ანტიკორუფციული საბჭოს წევრებო,

მოგეხსენებათ, რომ ანტიკორუფციული საბჭოს სამდივნო აქტიურად მუშაობდა კორუფციული რისკების შეფასების მეთოდოლოგიაზე, რომლის შემუშავების ვალდებულება განსაზღვრულია ანტიკორუფციული სტრატეგიითა და 2019-2020 წლების ანტიკორუფციული სამოქმედო გეგმით. გარდა ამისა, იგივე ვალდებულება სამდივნოს აქვს ღია მმართველობა საქართველოს 2018-2019 წლების სამოქმედო გეგმის ფარგლებში.

გაცნობებთ, რომ მეთოდოლოგიის პირველადი სამუშაო ვერსია გადაეგზავნა ანტიკორუფციული საბჭოს სამუშაო ჯგუფსა და ღია მმართველობა საქართველოს ფორუმის წევრებს მათი მოსაზრებების წარმოსადგენად, ხოლო 2019 წლის 13 დეკემბერს გაიმართა ანტიკორუფციული საბჭოს სამუშაო ჯგუფის შეხვედრა, სადაც სამდივნომ სამუშაო ჯგუფის წევრებს მეთოდოლოგია წარუდგინა და დამატებითი შენიშვნები და რეკომენდაციები მოისმინა. მეთოდოლოგიაში აისახა სამუშაო ჯგუფის წევრების მიერ გამოთქმული მოსაზრებები და კომენტარები.

მეთოდოლოგიის შემუშავებაში სამდივნოს აგრეთვე აქტიურად ეხმარებოდა ევროკავშირის ექსპერტი „საჯარო მმართველობის მხარდაჭერა საქართველოში“ პროექტის ფარგლებში.

აქვე, გაცნობებთ, რომ ანტიკორუფციული საბჭოს სამდივნო თანამშრომლობას აგრძელებს საქართველოს ფინანსთა სამინისტროს ჰარმონიზაციის ცენტრთან, რათა მეთოდოლოგიის შემდგომი განახლებისას მასში ინტეგრირდეს აგრეთვე კორუფციის რისკების შეფასების სახელმძღვანელო საჯარო სექტორის შიდა აუდიტორებისთვის.

დანართის სახით გიგზავნით კორუფციული რისკების შეფასების მეთოდოლოგიას  წერილობითი პროცედურით დასამტკიცებლად.

გთხოვთ, თქვენი კომპეტენციის ფარგლებში განიხილოთ  დოკუმენტის საბოლოო ვერსია და ორშაბათს, 30 დეკემბერს დღის ბოლომდე, დაგვიდასტუროთ აღნიშნული ვერსიის მოწონება.

NB! გთხოვთ, გაითვალისწინოთ, რომ 30 დეკემბერს 18:00 საათამდე თქვენგან დასტურის არმიღების შემთხვევაში, მეთოდოლოგია ჩაითვლება დამტკიცებულად.

Dear Members of the Anti-Corruption Council,

The  Anti-Corruption Council of  Georgia has elaborated Corruption Risk Assessment Methodology. This commitment was undertaken by the Secretariat under the Anti-Corruption Strategy and its implementation Action Plan for 2019-2020 as well as under the Open Government Partnership Action Plan for 2018-2019.

First Draft of the Methodology was sent to the ACC Working Group and to the OGP Forum for their comments. The ACC Working Group meeting was held on December 13, where the Secretariat of the ACC presented the methodology and held discussions. The Methodology has been revised in accordance with the comments presented by the members of the ACC Working Group.

Additionally, EU expert of the Project on “Support to the Public Administration Reform of Georgia” actively assisted the Secretariat in the process.

Please note that Secretariat of the ACC continues its cooperation with the Harmonization Unit of the Ministry of Finance in order to further enhance the Methodology by integrating guidelines for internal audit units of the public institutions on the risks of fraud and corruption.

Please find enclosed Corruption Risk Assessment Methodology for adoption by the written procedure.

Please, present your approval of adoption by December 30.

NB! If your consent will not be received by December 30, 18:00, the Methodology will be considered as adopted.
