Dear Niko, Tamar, Colleagues,
This is with regard to first advance withdrawal from the IBRD loan.
Given that we have the Projection of expenditures approved by the TTL and given that we have the ASL (for IBRD loan) cleared and on file, we can actually
proceed with advance against IBRD loan. The AIIB portion of advance will be drawn-down upon receipt/clearance of the respective ASL.
Having said the above, the MOF and MOH may proceed with drafting and submission of withdrawal application.
The total projection amounts to EUR 54,400,000, and the withdrawal from IBRD loan would represent the share of 45%, i.e.
EUR 24,480,000.
As the disbursement is done via Client Connection (aka CC) webpage, any colleague from MOF and colleagues from MOH, who have access to the loan in CC, may
draft and submit for signature the application for advance.
Here are the steps for application creation and submission.
The loan may be listed on the landing page for you, or may not (I have different access and cannot be sure). Thus, the most efficient way to get to
loan page is to enter the loan number into search bar.
Under
Section A - Withdrawal Application Reference/ Borrower reference – enter the info which will distinguish this application from any other. Usually it is: 1 , or DA-1. The application numbering is at your discretion…..
Under
Section B – enter amount 24,480,000
- enter Beneficiary details – I presume Ministry of Finance
- enter Beneficiary payment instructions, i.e. Designated Account payment instructions. When you opened
DA with NBG, you received the IBAN number and I presume NBG provided you with Intermediary Bank details. This is payment in EUR and IBK (correspondent) bank from Euro zone is required.

Many thanks. The team had reviewed the 6 months projections relative to component 1 and 3 expenditures and found them acceptable.
We have no objection to approve this request as long as proceeds will be used to cover the costs of Healthcare component (component 1) as well as the expenditures of Project Implementing Unit (Component 3) ,
as per your email below.
When submitting the request through client connection please do express the amount in Euro (about Euro 54 million). As we jointly co-financing with AIIB, two applications will be needed : one for the WB equivalent to 45% of the total
advance requested and one for AIIB (55% of the total advance requested). Damir will further assist.

Dear Volkan and All,
With this I am resending the advance request form for the Georgia Project to include all relevant recipients as advised. I refer to the Loan Agreement (“Agreement”) between GEORGIA (“Borrower”) and INTERNATIONAL
BANK FOR RECONSTRUCTION AND DEVELOPMENT (“Bank”) for the Georgia Emergency COVID-19 Response project, dated May 1, 2020. We would like to kindly request your No Objection to the withdrawal of the advance of Loan 9113-GE (“Loan”) in the amount of US$ 61,135,000.
The forecast of the fund utilization is enclosed to this email.
We kindly would like to draw your attention to the fact the proceeds of the above fund will be used to cover the costs of Healthcare component as well as the expenditures of Project Implementing Unit. I would
like to inform you that as an emergency response, the procurement of the critical items under the project will be conducted within few months, disbursement of funds will be set as per delivery schedule.
As you are aware, the Ministry has already finalized the following contracts:
1. Procurement of Rapid COVID-19 Test Kits – US$ 504,000;
2. Procurement of Critical Care Ventilators – US$ 405,000;
3. Procurement of Mobile Emergency Ventilators – US$ 313,476;
4. Procurement of In Vitro Diagnostic Medical Device – US$ 493,518;
5. Procurement of COVID-19 Standard AG Test – US$ 612,200;
The following contracts are to be negotiated:
1. Procurement of PCR tests – US$ 6,851,809.68;
2. Procurement of GeneXpert test kits-COVID 19 – US$ 478,240.40
Procurement of the capital equipment for the COVID-19 designated hospitals will be conducted soon.
In the light above, please review the enclosed 6 Months Forecast Table and issue No Objection in order to proceed with the withdrawal application through ClientConnection.
