Thanks for your e-mail. I am sorry for this confusion. Session 3 is devoted to transition planning mostly on TB/HIV and Hep C programs. This is why Nino was included for a brief presentation
on WHO supported programs to support ongoing transition. It would be perfectly fine to not make any presentation and just engage in discussions.

Dear Tamar,
I saw the preliminary agenda of the workshop and I got a bit concerned that Nino is supposed to make a presentation on WHO’s support to the reform process.
As I mentioned to you, Nino is dealing mostly with HIV/TB/HepC control and Environment and health, and our assistance in those areas is not so significant for the moment.
My intention was to have Nino there mainly for getting documented about the discussions and being able to follow-up after.
It will be very challenging for her to talk about other issues, related for example to PHC reform or health financing...
Can we remove that formal presentation from the agenda?
If I were there, I would certainly make a presentation, but under current circumstances I would prefer no presentation from WHO.
We can talk later today in the Parliament.

We have processed the contract with the logistical agency for the event below, in close coordination with GF, and for the time being everything is arranged for the workshop to take place in Borjomi (35 participants).
As I informed you before, I will not be in Georgia in that period, and Rusiko could also not attend, for family reasons.
Do you plan to have representatives of international organizations at the workshop and do you expect specifically somebody from WHO?
If so, I could delegate Nino Mamulashvili from our office to attend, especially as she is dealing with TB, HIV and HepC and the state funding of those programmes will be on the agenda.
Otherwise, we are fine if you have the workshop without international organizations’ involvement.
Still, we will need a preliminary agenda and a list of participants when they are available, for our internal records.
Hope this is not problematic.

I hope you’ve had a nice weekend. As you already know the ministry is actively working on developing the new health strategy. The strategy will be organized around 6 health systems building blocks including governance, financing, service
delivery (with a focus on PHC strengthening and integration of vertical programs into primary care package), information technologies, human resources and supply chain management. In order to support the planning process and create the opportunity for engagement
of various stakeholders in brainstorming and discussing reform options including transitioning from donor to fully state funded TB, HIV, Hep C as well as immunization programs, we’ve been thinking about organizing a two-day workshop outside Tbilisi. This
way it would be easier to keep all key actors around the table for focused discussions.
The ideal time for this workshop is the last week of February e.g. February 28th and 29th (Friday and Saturday).
With this e-mail I would like to ask if your respective agencies would be willing and able to support this workshop.
Please kindly note that some important meetings are expected in March: (1) the ministry will call the UHC board in second week of March. (2) The World Bank will be supporting the workshop on health financing policies and strategic purchasing
on March 19th. The workshop in February will enable us to build some foundations for further discussions on important policy options and decision making.
I would appreciate your early feedback on the above.
