Dear Colleagues,

 

First of all, I would like to express my gratitude for cooperation and support.

 

According to the project (“Support to Implementation of the legislation compatible with EU directives on Organ, Tissue and Cell Transplantation”) first specific objective is  “Support to the Beneficiary Ministry in advancement and finalisation of the national legislation (including secondary legislation) compatible with EU Directives in the field of organ, tissue and cell transplantation and promoting their implementation” and the output of this objective is “National legislation (including secondary legislation)  is  compatible with EU Directives in the field of organ, tissue and cell transplantation”.

 

For achieving of this output should be implemented these activities:

1. “Expert support to the Beneficiary Ministry on the compliance of the Georgian Law on Reproductive Technologies with EU Directives with the purpose of preparation of the table of concordance” (expert prepares the table of concordance regarding compliance of the Georgian Law on Reproductive Technologies with EU Directives).

2. “Expert support to the Beneficiary Ministry for preparation of the regulatory impact assasement (RIA) report on the Georgian Draft Laws on Organ Transplantation and on Tissue and Cell Transplantation” (the experts jointly with the Beneficiary Ministry will prepare RIA report on the Georgian Draft Laws on Organ Transplantation and on Tissue and Cell Transplantation).

3. Expert support to the Beneficiary Ministry for the preparation of the RIA  Report on the Georgian Draft Law on Reproductive Technologies (the experts jointly with the Beneficiary Ministry will prepare RIA report on t on the Georgian Draft Law on Reproductive Technologies).

Benchmark: RIA Report on Reproductive Technologies is prepared.

4. Support to the Beneficiary Ministry in preparation of final versions of Georgian Draft Laws on Organ Transplantation, on Tissue and Cell Transplantation and on Reproductive Technologies (experts will assist the Beneficiary Ministry with the preparation of final versions of the Georgian Draft Laws based on table of concordance about compliance with the EU Directives).

5. Preparation and facilitation approval the draft subordinate normative acts discussions (expert support in drafting of the full legislative package for the further perusal for adoption is expected).

 

As you know, within the project “Support to Implementation of the legislation compatible with EU directives on Organ, Tissue and Cell Transplantation” was carried out two expert missions (23 September – 02 October and 28 October – 15 November).

 

Submission of the three draft laws on “Organ Transplantation”, "Tissues and Cell Transplantation" and "Reproductive Technologies" to the Parliament of Georgia was planned  in the  December, 2019 (according to the project).

 

Therefore, we kindly ask you to send us the last versions of the laws on “Organ Transplantation” and "Tissues and Cell Transplantation" (English versions) and first draft law on "Reproductive Technologies" (Georgian and English versions). In order to revise Georgian draft versions of the mentioned laws in accordance of the English ones, its essential to designate interpreter who will assist us in this activities. (We were unable to update Georgian versions since English versions of these laws were not completed during the mission visit).

 

Hereby, we ask you to send us table of concordance regarding compliance of the Georgian Law on Reproductive Technologies with EU Directives.

As for the RIA reports, I would like to remind you, that they should be prepared within a limited timeframe, until January, 2020.

Thank you very much for the yesterday meeting and the draft Timesheets. The content and layout is correct; as discussed, please  add the beneficiary signature to all Timesheets and let respective person to sign  them prior  to the submission for my countersignature. On the Inception Report (IR), as per ToR , it shall be submitted “no later 1 month after the start of implementation. The Inception report shall contain analysis of the existing situation and work plan for the project” (see page 6 of the ToR).

 

I look forward for the timesheets signed by the Beneficiary institution  representative and you as experts as well as the draft IR.

thank you for today's constructive discussion and exchange of information and views regarding the project activities. 

We are especially encouraged by provided information and details on the foreseen local support and opportunity for engagement of the local experts. It will be crucial for approaching and addressing properly the most sensitive issues and challenges. We will define needed experts' profiles and explore with Natia the list of experts fitting in that profiles.

Regarding your inquiry on the inception report I will check its status with Laura and let you know asap.

Following our recent meeting please  find enclosed the PORMAN offer which clearly indicates the possibility of having support team - see under section 3.2. a section on  Local support and Team composition which says: “During the bid preparation, the European Union Delegation to Georgia has clarified that experience in a Member State administration as high-ranking employee dealing with transplantation issues is a requirement. This led our Consortium to select fully qualify experts, which are currently having high strategic responsibilities in their own country administration: Croatia. Having considered the outstanding level of the expertise proposed, our proposed strategy is to hire a local support team in Tbilisi. This local support team should help the experts with the analysis of local data and local legislation as well as with tasks related to logistic and visibility of the events organized. The availability of a local support team should contribute to maximize the impact of the activities of the international consultants, by enhancing their immediate operability when in Tbilisi…
