Dear Ms. Gabunia,

 

The world Bank through assistance from the European Union is carrying out an assessment of the economic and social impacts of underheating in Georgia. To estimate the impacts, data from indoor and outdoor temperature monitoring together with daily mortality figures has been used to estimate cold-related mortality. This work is now being extended to assess cold-related morbidity.

 

To estimate cold-related morbidity we would like to request the healthcare usage utilization data for Georgia:  

 

The healthcare usage data needs to reflect ‘non-planned’ admissions, i.e. those which are reactive to changing ambient temperatures. Hospital admissions and/or emergency room attendances are the most suitable example of this. The analysis requires fine temporal resolution, with daily admissions data the ideal. However, greater temporal detail than daily will not add to the analysis and is likely to serve to complicate and delay data extraction.

 

In addition, a number of other data parameters need to be met. It is requested the healthcare usage data be; coded using standardized approaches (such as the ICD10), include broad age and gender categories, and reflect geographic information such as the regions of Georgia.

Please also include the costs associated with each admission, the inclusion would also assist the analysis to convert morbidity findings into economic costs. Delivery of usage data should, however, take priority over adding costing data. I.e. please do not delay delivery of the basic data set pending inclusion of payment information.

 

The attached excel the file shows an example of the temporal, disease coding, age, gender, and geographical categories required for this analysis.
