Following up on our call last week, I would like to share two pieces of information:

 

1. Background on the new department – WHO Global NCD Platform

2. Brief description of the proposed strategic roundtable

 

 

WHO Global NCD Platform (GNP) – The new department was created as a result of the WHO transformation. It is under the office of the WHO Deputy Director-General.

 

The purpose of the GNP is to coordinate the UN system and mobilize meaningful and effective commitments and contributions from UN organizations and non-State actors for the overall strategic directions and priorities of WHO’s work on SDG target 3.4 and other NCD-related SDGs. The goal is to maximize the number of countries that will be able to reach SDG 3.4 by 2030, taking into account the commitments included in the UNGA Political Declarations on NCDs from 2011, 2014 and 2018.

 

Thematic strategic roundtables are an important part of the GNP’s work plan 2020-2021. They are intended as a country-support tool to advocate with governments, UN organizations and non-State actors at the highest level for the whole-of-government and the whole-of-society response and greater investments to address the NCD and other NCD-related SDG targets. Strategic roundtables are also critical in promoting the development, consolidation, dissemination, and uptake of knowledge and evidence-based solutions and best practices on tackling NCDs. The intention is to help the Member States identify their own national priorities, and define the need for technical assistance that WHO can provide or facilitate.

 

Strategic Roundtable in Georgia - As discussed, we would like to informally propose a regional workshop/strategic roundtable with the objective to explore the crucial role of the health workforce in noncommunicable disease (NCD) prevention and control across the continuum of care. This is relevant in the context of countries’ efforts to achieve universal health coverage (UHC) and reach SDG target 3.4 (to reduce premature mortality from NCDs by one third by 2030 and enhance mental health and well-being) of the 2030 Agenda of Sustainable Development. Georgia’s leadership in this endeavor would be greatly appreciated given its increasingly important role in the high-level political processes related to global health (e.g. Georgia was a co-facilitator of the UNGA High-level Meeting on UHC together with Thailand).

 

The three High-level Meetings of the UN General Assembly (UNGA) on NCD prevention and control in 2011, 2014 and 2018, as well as the UNHA High-level Meeting on NCDs in 2019, provided a powerful platform to galvanize action at national and global levels to address NCDs as part of UHC, but the implementation in countries has been slow and uneven. This can partially be explained by a shortage of health workforce, particularly at the primary healthcare level (PHC), capable of providing comprehensive care from prevention to treatment, rehabilitation, and palliation. The medical education systems are also poorly equipped to train the workforce in public health and PHC strategies to tackle global health challenges at the country level. In addition, healthcare workers need to be trained to incorporate the social determinants of health (SDH) into their daily practices to achieve equity and prevent NCDs.

 

The regional strategic roundtable will be organized by the World Health Organization (WHO GNP) in partnership with the Ministry of Health, Labour and Social Affairs of Georgia, National Center for Disease Control and Public Health (NCDC), and the World Medical Association in close coordination with the WHO Country Office in Tbilisi and WHO EURO. Local participants may include high-level representatives of the national Ministry of Health, Ministry of Finance, Ministry of Education, Ministry of Environment, international organizations, professional associations, healthcare workers, and patients living with NCDs. Other participants from the region may also be invited. Speakers and facilitators will be provided by WHO.

 

 

TENTATIVE PROGRAMME (will be revised after the concept note is developed in consultation with MoH, NCDC and other partners)

Session 1 – Building actions on the Social Determinants of Health to address NCDs and mental health conditions

3. Cross-government and cross-sector actions on reducing inequities in NCDs

4. Roundtable discussions

 

Session 2 – The Role of health professionals in tackling health inequities in NCDs

5. The health workers role to address NCDs: health system challenges and opportunities

6. Transformative education to prepare a fit-for-purpose health workforce

 

Session 3 – Priorities and the need for tailored technical assistance

7. Priorities and knowledge gaps

8. Roundtable discussions
