Dear Colleagues,
Further to the informal consultations of last 30 January, and on behalf of the Co-Sponsors (Argentina, Brazil, Colombia, Gabon, Indonesia, Mozambique and South Africa), we have
the satisfaction to send herewith attached the latest version of the proposal of a draft decision on the Global Strategy and Plan of Action on Public Health, Innovation and Intellectual Property (GSPA-PHI), to be considered under item 14 of the agenda
of the 146th session of the Executive Board.
The Co-Sponsors are very much grateful for the wide participation and constructive engagement of all delegations in the past three rounds of informal consultations, held on 17,
23 and 30 January at WHO. We also thank the technical support that has been provided by the Secretariat.
In the attached draft decision, the Co-Sponsors sought to encompass and reflect as many contributions as possible from all the participants in those consultations, with a view
to helping us move together and expeditiously towards consensus during the EB session.
Also, the text of the attached draft decision is deeply rooted in the Co-Sponsors' deliberate option for keeping the integrity of Decision WHA 71(9), of 2018, the full and more
timely implementation of which is a common objective of WHO Members. That explains, for instance, the option by the Co-Sponsors' to rely on the very same language, and/or refer back to specific paragraphs of Decision WHA 71(9), whenever needed.
The present version will be tabled next Monday, 3 February. We are confident and hopeful that other Member States
will join us as Co-Sponsors by then. Should your country wish to join the group of Co-Sponsors, please send the confirmation until next Monday by 3:00 p.m. to the following e-mails:

A further consultation on the draft decision is scheduled for next Wednesday, 5 February, Room A, WHO. We
