Thanks for your e-mail and follow up. In the given circumstances we do not expect experts (apart of those directly assisting us with COVID response, if applicable) to work in the Ministry premises. We will rearrange based on the emergency situation status. Since all our staff members are extremely overloaded with COVID-19 related activities, we may need to postpone initiation of other activities until early May.

Concerning your request for the local experts to start work on the project, we confirm their availability. Certainly for remote work. Concerning working within Ministerial premises, we would be grateful if you could clarify how and when this could be organized. According to our security department, the state of emergency in Georgia is in effect until at least May 10^th . Our latest news as well are that the NCDC recommended to Ministries to telework and to do meetings via telematic means. Under these circumstances, we believe it would be best that the local team can also telework, holding all necessary meetings with the Ministry staff via telematic tools. If their presence is inevitable required at Ministry’s premises at any point during the state of emergency, we would appreciate it if you could provide us the Governmental and NCD’s guidelines to ensure that those experts in the local team that can actually access the Ministry and are not in a risk group in relation to COVID can undertake their work safely.  

 

We are still waiting for Vanja and Mirela to confirm their availability for the remote work during this team. We will get to you on this ASAP

Many thanks for your e-mail and continuous support. The ministry is operating under special circumstances to provide adequate COVID 19 response. Considering travel restrictions and quarantine requirements remote work is acceptable for international consultants. However, I would kindly request local experts working within the health projects to work within the Ministerial premises and report to the office during regular working hours.

I am pleased to inform you that all the experts have been recruited now. Except of course Expert on intensive care medicine, since we need your feedback as to whether any name came up of the internal consultations.

 

Mirela and Vanja are aware of the contracting of the experts, so they will be able to coordinate their tasks. Please let us know if you want us to put them directly in touch with you so that their services can be requested directly by the Ministry in case of need/urgent need, or if you prefer to channel these request via the team or  myself.

 

Concerning the dates of the next mission, which I understand have been confirmed for the period 14^th April – 3^rd May, as I understand the following days are public holidays: Friday 17^th April, Monday 20^th April. If that is the case, we would like to seek permission from you and Niko to consider those days as working days for the purpose of drafting the outputs related to this mission. Equally, we would appreciate it if weekends during the mission could be considered as working days, also for drafting purposes. As you may recall, this authorization was also granted for the two previous missions, since according to the Terms of Reference all working days seemed to be in Georgia, including weekends, and our technical offer was based on that assumption.

We take note that either yourself or a designated staff member will sign the local support team timesheets. Once you have internally confirmed who would it be, please let us know so that we can instruct the experts to address the right person when they need to submit timesheets.

This is just a short email to confirm that contractual arrangements have been finalized with Mr Archil Zangurashvili, so you can contact him already to arrange the details on when and how he is needed to start contributing to the project. He has been recruited for 30 working days over the project period. This can be extended if need be in view of the specific needs of the project.

 

Dear Nika,

 

We will expect the local support experts to sign timesheets in order to justify their working time during the project. My question is: since their fees are paid from the reimbursable budget line for local support, do you need their timesheets to be signed by you, by Tamar or just by the Team Leader? Will we then be submitting these timesheets with the interim and final invoices, as if their days were covered by the “fees” part of the budget?

 

We will keep you informed of any further development concerning the recruitment of the other experts.

Many thanks for your prompt reply. Much appreciated! I would like to kindly ask Ms. KOCHISHVILI to facilitate communication on staff selection with the recruiting team. On our side I can provide the email list of ICU experts to circulate the job announcement.

Dr. Darakhvelidze has an exceptional competencies, however given the level of engagement of Dr. Nogaideli with initial work, we prefer to have her continuously working with the team.

As for the dates for the next mission- my only concern with the proposed dates is that April 19^th is Orthodox Easter, with nonworking days on April 17^th and 20^th Otherwise the proposed period is fine with us.

I would wait for your feedback and plan accordingly.
