Dear Tamuna,
I had another look at the draft ToR for supervision after our brief discussion last week with an attempt to limit it to development to a supervision concept. Then I reviewed again the report of the international consultant SSA had last year with our support (attached). In fact, to the best of my expertise, the report from last year is a good overall supervision concept and covers objectives, organizational and more conceptual aspects. For this reason, we were suggesting to have someone who can now translate this concept into SOPs, job descriptions and actually train supervisors.
I understand that there is major reorganization upcoming, which makes it impossible at this stage to describe the future organizational structure. My suggestion, therefore, is to postpone the recruitment of a consultant for next year when this transformation would be either completed or in a process. If you agree, we will discuss with USAID whether this can be part of our joint project.

Dear Tamuna,
I am pleased to share with you the draft ToR for a consultant to support the SSA capacity for provision of supervision and methodological guidance to social workers. We developed it based on our discussion and the understanding that there will be a specialized new unit established within SSA. Please confirm that our understanding is correct and change the text as needed. We propose to open the vacancy for national and international applicants and chose the best among them. Upon your feedback, we are ready to move ahead with selection and contracting.
In addition to this consultancy, we are open to provide you other support for the current crisis within SSA, consultations and development of an improvement action plan.
