Dear Mrs. Barkalaia,

Thank you for your time this Wednesday. My colleague Mrs. Tsereteli and I very much appreciated the constructive discussion relating to the GIZ offer to second an Integrated Expert to your ministry.

Let me fix the following points for our mutual understanding:

-       You stated that the issue of migration has attained top-priority in your ministry due to recent reshuffling of your ministry and due to obligations Georgia wants to meet due to EU requirements in the field of migration. You assured that the restructuring of the ministry with 3 units dealing with different areas of migration will most probably be accomplished by the end of this year.

-       You welcomed the initiative of GIZ to support the ambitious endeavors of your ministry by seconding an Integrated Expert. We stressed the point that you will gain long-term (2 to maximum 6 years) workforce with specific expertise in the field you define as priority. The expert will be employed by you and his or her salary will be topped-up by GIZ.

-       We assured you that expertise even beyond the prioritized field may be provided by GIZ by sending short-term consultants with specific expertise required and defined by you.

-       We are very glad that Mrs. Elza Jgerenaia has got the mandate from you to collaborate effectively with us in order to fulfill the objectives of the MoU signed back in 2016. Mrs. Jgerenaia has been our long standing partner in this endeavor and we are confident that with her support we will progress with the secondment of the Integrated Expert.

We agreed on the following next steps:

-       You will internally discuss and define up to 3 priority fields of expertise of an Integrated Expert. Mrs. Jgerenaia will email the defined priorities until the 30th of September to Mrs. Tsereteli and to me.

-       After receiving this we will consult with you relating to the ToR.

-       The process of drafting ToR will be closely supported by a professional from GIZ headquarter together with Mrs. Tsereteli and myself.
