Dear Beka,
As informed earlier we would be grateful if Ms. Tamar Barkalaia, Deputy Minister of Labor, Health, Social Affairs and Displaced Persons could meet with the Evaluation Mission on Monday, December 16 at 16:30 or another convenient time before December 20. The aim of this Mission is to examine the activities of the Solidarity Center implemented within the USAID Global Labor Program during the last 5 years. The evaluation team is composed of:
1. Dr. Michael Midling - Evaluation Lead
· Decades of experience managing and leading large complex evaluations
· Director of the US – China Labor Rule of Law program for USDOL in Beijing
· Senior Program Officer for Evaluation at the ILO’s Program on the Elimination of Child Labor (IPEC)
· PhD in International Development Education and Administration and Policy Analysis from Stanford University
2. Dr. Ana María Garcia Femenía - Senior Evaluator and Labor Expert
· Over 20 years of experience in the field of public policies in labor, social dialogue, employment/decent work, labor inspection, social cohesion, social protection and cooperation for development
· Field experience in more than 30 developing countries in Eastern Europe, Asia, Africa and Latin America
· Worked in the framework of the European Neighborhood Policy in Georgia and Ukraine as well as Armenia, Azerbaijan, Belarus, and Moldova
· Specific expertise on labor rights, freedom of association and collective bargaining; has conducted multiple evaluations related to public policy
· PhD in Industrial Relations from Universidad Complutense de Madrid
