რამოდენიმე დასაზუსტებელი საკითხია ამ კონცეფციასთან დაკავშირებით:

1)      მხოლოდ ზრდასრულთა, მხოლოდ ბავშვთა თუ ორივეს რეაბილიტაციის და დამხმარე ტექნოლოგიების განვითარებაზეა საუბარი?- ბავშვთა რეაბილიტაციის სერვისები ჩვენ გვაქვს, და მათ სტანდარტიზებაზე მიმდინარეობს მუშაობა, ხოლო ზრდასრულთა სერვისები ჯერ არ გვაქვს.

2)      რა სიცოხლისუნარიანობის გეგმა (sustainability plan) აქვთ?  როგორც მე ვკითხულობ, მოგვეხმარებიან სტანდარტების/მოდელების/სტრატეგიის შექმნაში და ჩვენი განსახორციელებელი იქნება.  იმის გათვალისწინებით, რომ ამ ეტაპზე სახელმწიფოს არ გააჩნია ზრდასრულთა რეაბილიტაციის პროგრამა და გვაქვს მცირე მასშტაბის დამხმარე საშუალებებით ურუნველყოფის პროგრამა, სავარაუდოდ დიდ ხარჯებთან იქნება დაკავშირებული შემოთავაზებული სტრატეგიის განხორციელება.  ამის მზაობა ჩვენ უნდა გვქონდეს.

3)      როგორ ითანამშრომლებენ უკვე განხორციელების ფაზაში მყოფ USAID Spring პროექტთან, რომელიც მსგავში მიზნით ხორციელდება საქართველოში „advance Georgia towards meeting the needs of PWDs in rehabilitation professionals, services, wheelchairs, and assistive technologies“.  აღნიშნულ პროექტს ახორციელებს ემორის უნივერსიტეტი, თბილისის სამედიცინო უნივერსიტეტთან და ადგილობრივ შშმ არასამთავრობო ორგანიზაციებთან ერთად. პროექტის სამეთვალყურეო საბჭოში ჩვანც ვართ ჩართული. ინფორმაციისთვის დავურთე ამ პროექტის მოკლე კონცეფცია.

გაცნობებთ, რომ ჯანდაცვის მსოფლიო ორგანიზაციას სურს განაცხადი გააკეთოს თანხის მოპოვებაზე, რომელსაც USAID გამოყოფს ტექნიკური დახმარებისთვის საქართველოშო, უკრაინაში და ტაჯიკეთში. ტექნიკური დახმარება შესაძლებელია მხოლოდ რეაბილიტაციისა და დამხმარე ტექნოლოგიების ფარგლებში. მოკლე ინფორმაცია პროექტზე იხილეთ თანდართულ ფაილში, ეს დოკუმენტი არის ჯანმოს შიდა მოხმარებისთვის. ჩვენთან გაზიარებული იქნა მხოლოდ იმისთვის რომ მეტი წარმოდგენა შეგვექმნას პროექტზე.

მინისტრთან ერთ-ერთ შეხვედრაზე მარიანმა გააჟღერა აღნიშნული ინფორმაცია და მინისტრის მხრიდან წინასწარი თანხმობა მიიღო. 

ამ ეტაპზე ჯანმოს სჭირდება ჩვენი საბოლოო თანხმობა, რომ ეს სფერო აინტერესებს სამინისტროს.

გთხოვთ გაეცნოთ მოწოდებულ ინფორმაციას და თქვენი მოსაზრება მომწეროთ პროექტთან დაკავშირებით 27 აგვისტოს დღის ბოლომდე, მინისტრის და ჯანმოს ინფორმირების მიზნით.

I am attaching the project proposal for Scaling-Up Rehabilitation and Assistive Technology. This is rather an internal WHO document, but provides broader information on possible scope of work.

For now we only needed your confirmation that this technical area is of interest for the ministry. Based on that we can finalize the project proposal and submit it to the donor. If accepted, we can start preparatory work with a mission; during that mission I would expect the work in Georgia to be defined in more details (most probably in 2019), which would enable real technical work to be done in 2020-2021.

This is a short follow-up of the meeting we have had yesterday, 25 July:

Missions:

UHC/DRG: mission planned for 11-15 Sept 2018; a teleconference is planned for the next week to discuss planned activities; the Finish IT expert is expected to be back at work in August and complete his part of the work before September; for now we keep the dates of the mission as planned

GMP: missions are planned as follows:

-          9 – 11 October; two days audit at pharmaceutical company in Georgia and one day for follow-up – location is not at the pharmaceutical company; pharmaceutical company to be audited still needs to be confirmed. As per preliminary discussions Biochimpharm company could be audited, but final confirmation is needed.

-          30 Oct – 1 November: two days audit at pharmaceutical company in Georgia and one day for follow-up – location is not at the pharmaceutical company. Provisionally it was agreed that the  GM Pharmaceuticals company would be audited, but final confirmation is needed.

It is important that the inspector are informed and book the calendar. It is also important that Tea Jikia (or other responsible officer) agrees the audit with the respective pharmaceutical companies.

Primary Health Care / ASCS (Analysis of Hospital Admission for Ambulatory Care Sensitive Conditions): draft Scope and Purpose is attached; proposed dates are 5 – 9 November 2018. We may discuss other dates in Nov – Dec 2018. Please, confirm the dates.

I am still working on other issues that have been raised and will keep you informed.
