Dear Deputy Ministers, colleagues

I would like to thank everyone who commented on the draft project log frame which was modified on the advice of the EU ROM Eastern Partnership quality assurance team. The revised log frame attached to this email reflects both the advice that they provided and the comments received from project beneficiaries. I am sorry that it has taken a lot more time than expected to get to the point where we could circulate the revised version, but it was important to reach agreement with each of the beneficiaries before circulating it. I hope that this revised version represents what was agreed and that, when the changes have been fully incorporated into the Inception Report, both the log frame and the report can be accepted.

I ask you, please, to remember that the log frame is intended to be a dynamic instrument. It provides a basis for monitoring the performance of our project and needs to be kept up-to-date, with indicators and timelines adjusted during the implementation of the project as circumstances require. Any such adjustments will be covered in progress reports and should be agreed by the Steering Committee of the project. Thus, any further adjustments to the log frame can be covered through the updating process related to our periodic progress reporting.

Regarding the next Steering Committee meeting, we hope that it can take place before the end of May, and I should be grateful for your advice on whether either 28 or 9 May would be convenient for the meeting. The revised Inception Report and our first half-yearly progress report will be circulated before the meeting. I look forward to your feedback on the preferred date for the meeting.

With best regards

David Handley
