Dear Lika,
David and I are currently finalising the first draft of the Inception Report which we plan to deliver by tomorrow. Therefore I would like to ask you to bring me up to date about the current status of establishing the Employment Agency to ensure that my reporting is accurate.
1. Appointment of the Head of the Agency
As I was told by Deputy Minister Barkalaia on Wednesday last week the Head of the Agency is about to being appointed. Could you let me know whether this is the case by now?
2. Hiring of staff for the Agency
Is there is any new information available on the establishment of the agency regarding hiring of staff? Can you also give me some information about the total number of staff to be hired, apart from the 53 positions listed in the overview I received from you in November?
3. Organisational structure of the Agency and countrywide access to its services
As for the planned organisational structure of the Agency my current information is that the Agency will have 15 regional centres (7 priority regions, 2 more after 2020), but it is not clear to me what services will be provided countrywide at the level of smaller municipalities and for remote areas. As there are 69 local SSA offices I wonder what is envisaged regarding the employment services previously offered in the smaller municipalities. How will access to the services of the Agency be guaranteed for unemployed persons and job-seekers? One possibility was mentioned by the Deputy Minister to offer mobile services in some areas, but it seems unlikely to me that this can be a countrywide solution.
4. Adjusted indicator for the Sector Reform Performance Contract (SRPC)
The latter issue is particularly important in view of the indicator for budget support under the the SRPC according to which the New Service Model is to be provided in at least 30% of the territorial units nationwide. As this calculation is based on the 69 SSA offices we will be required to make a proposal on how to adjust this indicator to the new structure.
