საინტერესო ჩანს activity 2 განსაკუთრებით study on unemployment schemes and benefits.

Dear Vice-ministers,

Please find our comparative research on the Covid-19 impact for the social protection, labour and employment. I hope that you will find some useful information in this paper.

Secondly, please let me inform you, that French Development Institution  -  AFD decided to extend our project in relation to Covid-19 impact for social protection, employment and labour.

We are planning to work in 2 steps:

·       Activity 1 – Benchmark of different responses to Covid-19 on social protection, employment and labour with the focus on the income support – short term solutions:

o   Benchmark of different responses to COVID19 outbreak on social tools, labour law and employment and recommendations.

o   Analysis on income support for population and recommendations (remote mission in summer).

·       Activity 2 – New emerging social needs and social protection, labour and employment tools ensuring sustainable social protection, labour and employment-long term solutions in order to ensure sustainable/integrated social protection, employment and labour:

o   Study on the impact of COVID-19 and new emerging social needs and tools (on-site mission from Autumn);

o   Capitalization study on social assistance tools during the outbreak and recommendations (targeted social assistance, safety nets, social care, pensions etc.) (on-site mission from Autumn);

o   Study on unemployment schemes and benefits (on-site mission from Autumn);

By the end of  May we will contact you with the proposal of experts (we are planning to create multi-national team from France, Finland, Lithuania or other, in order to proceed with different approaches; in addition, in this team representatives from economics, law and management shall take part).

Please let us know if you have any objections or remarks.

I wish you all the best,

Yours faithfully, Audrius Bitinas
