sorry for my late reply to your mails from last week. It took me some time to come to grips with the information on the staffing and to adjust the orgchart, and I’m not quite sure whether it now corresponds exactly to your planning. I summarise my understanding in the following and would appreciate if you could confirm or correct this.


1. The reallocation of 7 Senior Specialist from the Migration Department to the Regional Centres Tbilisi City, Kakheti, Shida Kartli, Imereti, Guria, Adjara and Samegrelo increases the overall front office staff to 58, leaving the total number of 102 SESA personnel unchanged. Are the reallocated staff members civil servants or employees to be contracted?

The reshuffling increases the total number of persons to be trained in the initial Induction Training / NSM Training to 82, which still can be handled in 4 groups as already discussed. (I attach the minutes of our meeting on 19.02.2020, when we discussed the training plan.)


2. There are now altogether 8 Heads of Regional Centres, 7 Senior Specialists, 13 Employment Specialists, 15 Career Guidance Specialists, and 15 Supportive Employment Consultants in the front offices.

It is not clear to me what will be the tasks of the reallocated Senior Specialists and their training needs. If they are supposed to participate in the specific training planned for the various subgroups of SESA staff it might be necessary to increase the number of groups to ensure that they don’t become too big for an effective training. The ideal size would be around 20 participants per group.


3. Further, regarding the planning of Back Office staff: Due to the reallocation of 7 positions from the Migration Department to the Regional Centres its total number is now reduced from 51 to 44, thereof 3 persons in Leadership positions. 7 Back Office staff positions are not explicitly specified, but concluded from your information on the number of participants in the training courses.


4. The Administrative Service Department comprises 17 persons, 7 in the Office of Monitoring, Statistics and Analytics, 10 in the Financial and Administrative Services. There is a Head of Division of the Financial and Administrative Services, and presumably a Head of Monitoring, Statistics and Analysis, but to whom do they report?

According to our training plan, only the 7 staff members of the Office of Monitoring, Statistics and Analytics will participate in the initial training.


5. The Employment Promotion Department has 17 staff members, thereof 7 in the Employment Programmes Division and 9 in the Division of Job Seekers and Employers Searching and Registration. 5 positions in this Department are not explicitly specified; one of them presumably Head of the Employment Programmes Division.


All 17 staff members of this Department are supposed to participate in various training measures as agreed on 19.02.2020.

6. The Department of Labour Migration has now been reduced from 14 to 7 positions. None of them are foreseen to participate in the initial training of this project.


I adjusted the organisational chart as you proposed and replaced the 3rd worksheet with the staffing plan as it is known to the project. Could you be so kind as to complete the information and also indicate which positions are still open? I also attach the (slightly) updated training plan, but without specific dates. However the approved training expert will be available as soon as the Corona lockdown will have been lifted.


In order to separate different issues I will answer your additional requests regarding access to SESA in remote areas, approaches to enhance working with stakeholder at the regional and local level and the redefinition of Indicator 2.1 in my following mail.

Dear Mr. Duffner
on our last meeting i told you about the changes regarding the staff quantity and structure in SESA regional offices:

- In Adjara branch it should be one instead two  employments specialist and therefore in Guria regional Center should be added the position of a head.

- In Samegrelo- Zemo Svaneti the total number of specialists is the same, but the second employment specialist should be placed in Zugdidi  instead of Mestia.

- In the staffing chart (the second sheet) please take out the 7 senior specialist form the migration department and distribute them in regional centers : Tbilisi City Centre, Kakheti, Shida Kartli, Imereti, Guria, Adjara and Samegrelo. Beside this, in Tbilici City centre are only the employment specialists, in total 3.

Beside this, we would be very glad to hear from you and your colleagues your professional suggestions and recommendations regarding the SESA regional deployment in order to improve access of job seekers to SESA services on regional level. It would be also very useful to find the ways how to improve the cooperation with local business/private sector in our regions.
