Dear Ms. Veltauri
Thank you for your reaction to the revised log frame which was circulated to project beneficiaries last month and your suggested amendments, and I am sorry to have taken a week in getting back to you on them.
However, this is a rather busy time for all of us.
We had to revise the log frame following some very extensive and quite lengthy discussions with the EU’s ROM Eastern Partnership Quality Assurance team, whom the Delegation consulted on the original draft. There
are newly revised EU standards for log frames and the many deletions and other changes were made on the basis of their advice or instructions. The revised log frame is still a just draft, but it does seem to meet their approval. However, we need to be sure
that the final version also meets the approval of beneficiaries including the MoIDPLHSA and SESA. Unfortunately, some of the deletions which I note that you would like to be reinstated were made at the explicit request of the ROM team.
I suggest that the best way forward now will be for Heinrich Duffner and myself to have a Skype meeting with you and your colleagues to explain the rationale for the changes that ROM team required us to make
and why we made them, and explore how the draft can be improved in a way that satisfies the Ministry and the Agency.
I imagine that DM Barkalaia is extremely busy at the moment handling issues arising from the pandemic and that she may not have time to become involved in this discussion but, if she can, it would be wonderful.
However, as time is now of the essence and we need to get approval for the Inception Report as quickly as possible, I would like to propose a Skype meeting as soon as it can be arranged, with you and (perhaps)
Lika Klimiashvili, to discuss the draft log frame.
In addition, I would also like to follow up on my email to DM Barkalaia of 15 April requesting a Skype meeting to discuss some changes to project implementation arrangements including the timing of some activities,
necessitated by the coronavirus pandemic. These mainly concern re-scheduling some of our support to SESA. In my previous email, I attached a revised implementation schedule prepared by Heinrich but, having seen the Government’s plans for returning to a state
of normalcy in Georgia, it is evident that the proposed changes didn’t go far enough. Can we therefore also include this issue when we meet on Skype?
