Many thanks. The team reviewed and has the following comments:

 

  1. Please keep the table on consultation process on page 15. The ESMP should be disclosed and consulted.
  2. We noted the change to SESA as the main implementing agency. We would need to clarify better the roles of SSA and SESA in project implementation, which we can do later today during the project appraisal.

 

Based on the above, we suggest that (i) either you go ahead and disclose as preliminary draft taking into account comment 1 or (ii)

disclose after the appraisal meeting (Tbilisi evening time) after appraisal.

Thank you for sharing your comments and suggestions on the Stakeholder Engagement Plan (SEP). We have integrated your suggestions in the attached SEP in both English and Georgian version (track change and clean versions). Please, note that there have been some changes in the project design since we shared SEP on April 16th.

 

Niko confirmed during the meeting yesterday that there were no comments on the Environmental and Social Commitment Plan (ESCP). Attached the document both in English and Georgian.

 

The Environmental and Social Review Summary (ESRS) is a Bank own due diligence assessment. We will consider your suggestions, many thanks.

 

We’d appreciate if you could please help with the following next steps:

  1. Please disclose the final SEP and ESCP (in English and Georgian, clean) by April 24 the latest.
  2. Please share with us the webpage links where documents were disclosed
  3. During Appraisal on April 24 we will discuss commitments and implementation arrangements related to environmental and social issues.

 

Finally, as mentioned during the call yesterday we have a colleague who prepared a disclosure and consolation platform which the government can use for virtual consultations. You can take a look at the zero draft platform.  We can further work with your team  to finalize it both in Georgian and English.
