Thank you for a very fruitful conversation. As promised I’m writing the topics that we would want the technical assistance to focus on.

My impression is that we agreed on the topics and as a follow up UNICEF will send you some of the documents, whereas in March (if I’m not mistaken) we would be able to meet the experts and talk about the details of the TA with UNICEF and the ministry.

Activities TA should include (only Social Model of Disability):

1)      Pilot of assessment instruments  in Samtskhe Javakheti region;

2)      Analysis of both pilots (Achara and Samtskhe Javakheti) – winners and losers and financial analysis

3)      Connection of Social/functional assessment and health condition / medical diagnosis (proof of functional limitation, disability etc.)

4)      Cost of the scale up and the reform

5)      Calculation of minimum package – support for people/children  with disabilities

Gaelle  please advise on what shall we do about the official letter received from the French embassy on the TA.

First of all I would like to inform you that 5 pm Tuesday (12^th) is OK with us. I’ll be at the UNICEF office. is it possible to have 3/4 way connection? As we will have I think 3 people from UNICEF that will be involved.

I’m cc-ing Mr. Davit Peikrishvili our colleague and head of analytics division as I understand from him Gaelle also wanted him to participate in this conference call as well, so please advise if this is still relevant, so we would coordinate with him as well.

And finally Ms. Barkalaia will not be able to participate in this conference call, but she is fully aware of the comments from our department and importance of focusing on social model and collaboration on this matter.

Concerning the logistic modalities, I would be glad to propose you to meet in the AFD premises to hold the call. However, this depends on the number of persons attending (our meeting room can receive only 8 persons at all).

If it is more suitable for you to attend to the conference separately, I will send you later on the parameters to join a teleconference.

I’m getting back to you regarding the TA.

I wouldn’t go into the details of the methodology etc but rather focus on the activities. Of course it concerns Pillar 1 – Enhancing Social Support

We would like to have all support from Pillar 1 concentrated on Functional/Social model of assessing and granting disability. I  Would like to propose a meeting with UNICEF to see how we can make this work and how it fits into the current ongoing project that might include support of another pilot in another region (a study) trainings, Survey or rather a study of policy implications – “winners” and “losers”, budget implications etc.

I think we need to sit together with our partner UNICEF and Ms Barkalaia and agree on further steps to make this process and the TA as effective and efficient as possible.

I think the most efficient way to further work on the TA proposal would be first to have your main comments by written. We can then meet (possibly with Expertise France team per telephone or VC) to discuss your remarks in details and make the appropriate changes as the case may be. Would this be suitable to you?

First of all, I would like to wish you a Happy New Year 2019!

Following the exchanges held in November 2018 on the content of the technical assistance (TA) provided by AFD in support to the implementation of the reforms to be undertaken by the Government of Georgia within the framework of the Social Welfare PBL, I send you attached the aide-mémoire of the mission and the consolidated TA proposal. We hope this proposal takes into consideration all the needs identified at this stage. As mentioned in the TA proposal, the activities can be adjusted on a regular basis within the framework of the Project Coordination Group to be established.  Should you have any comment on the document attached, we would be grateful for sharing them with us at your earliest convenience, so that we can agree on a final version.

The objective is to start the TA at the end of Q1 2019 or beginning of Q2 2019. Meanwhile, I remain at your entire disposal for any further information or meeting.

As you know, the Government of Georgia and AFD are about to sign the first tranche of a Social Welfare Policy Based Loan (PBL) program (2018 – 2020), for an amount of 35 M € in 2018.  

In addition to the loan, AFD has also extended a grant envelop for Technical Assistance (TA) of 500 000 € to be renewed once in the duration of the program. This TA would aim to accompany the implementation of the actions required by the policy matrix linked to the loan. This TA will be implemented by Expertise France (French Public Agency for international cooperation ). The content of this Technical Assistance still needs to be finalized and your input will be essential.

Mrs. Marie-Pierre Nicollet, AFD’s Director for Demographic and Social Transition, Mr. Nicolas Le Guen, Task Team Leader in charge of the PBL Program and Mr. Andrei Tretyak, head of the social protection division at Expertise France, will be holding a mission in Tbilisi on November 8-9. We would like to use this opportunity to move forward on the designing of this TA program. To do so, we propose to hold a joint meeting with you and your teams, if possible on Friday the 9^th of November at 9:30 am.

This meeting will also be the occasion to finalize the sources of controlling of achievement of the matrix’s triggers.

You will find enclosed the finalized version of the PBL policy matrix.
