I’ll try to keep it as short as possible:

 

             Participants:

 

I think we should aim at medical institutions, NGO’s and then local government. As already mentioned, medical institutions are private, therefore local government is important, they should know what is happening in their districts but we need to work closely with the medical facilities.

 

Participants :  representatives of medical institutions, local government, NGOs – we have 3 NGOs as our registered service providers working in the field of disabilities ( “Georgia Portidge Association”, “Vision, Care, Support”  and “Together for Real Changes” in Akhaltsikhe and in Borjomi), and also there is World Vision International in Georgia, with its area development programme – and disability is as with any other big organizations cross cutting theme for them. As for the “Green House”, we haven’t heard about them. They are more than welcome to attend. I think we should also invite Social Service Agency representatives there, + UNICEF, EF, GASW. In Adjara, when we had our first initial meeting, we had not only head of medical facilities but also some doctors. Considering all of the above, I counted up to 30 participants. (I added everybody. Who will be in charge of contacting them? Natalia Gamgebeli can start to do it, but from institutional point of view it would be better to get at least first invitation form the Ministry / local authorities. Please give us a guidance when you need our participation)

 

 

Location: We have to decide where to have the meeting, Nino has called the municipality and they have a place to accommodate all of these people for the meeting – thank you Nino. (Perfect)

 

 

            Agenda

 

·         We will leave Tbilisi for Akhatsikhe on Monday; (We did not decided yet. We would prefer to go Sunday night (like that we will be fresher Monday morning). But we should take into account the availability of Maguli and Keti. When are you preferring to go to Akhaltsikhe? We will rent a car and depending of number of persons traveling, we will take either ordinary car of minivan)

 

 

 

·          We shouldn’t need more than 2 hours for the meeting, What do you think?         

 

·         Can we start at 11:00?                                                                 

 

·         We have a meeting on 23rd 11am in Tbilisi so we will not be able to stay in Akhaltsikhe;

 

·         What is the purpose for all of us visiting medical institutions?  Are we planning to have separate meetings with them?  I think we will need to have separate meetings with all of them once the functional assessment specialists and coordinators are hired.  (I propose to leave optional time afternoon if they would like to discuss additional issues. You are not obliged to stay, but we will show them our reediness to work with them if they have any additional questions.)

 

   

           Content:

 

        

·         I would suggest not to get into details of the instrument, rather have general overview of international trends, Adjara  pilot and project activties, with the accent on planned steps

 

 

 

Memorandum

 

·         Andrei will you be signing the memorandum on behalf of EF? Yes

·         We also need to send the memorandum to the medical facilities for them to approve it (it’s a three way memorandum)

·         The minister has to grant permission to the deputy minister to sign the memorandum, and it is a bureaucratic procedure that might need time.

·         I think we can give the memorandum to the medical institutions on 22nd and sign it later on. OK

·         Please find attached memorandum we had in Adjara. (I did not have an attachment)

Please find attached the proposed schedule of our mission 22 and 23 of July to Samtskhe-Javakheti.

 

We are coming 21 of July to Tbilisi and are ready to go directly to Akhaltsikhe at the same evening (Option 1) or Monday morning (Option 2)

 

We have prepared a draft agenda for a half-day workshop in Akhaltsikhe followed by the visit of local infrastructure (health centres and other facilities). It is possible to make one day workshop, but I fear that local authority will face some difficulties fir mobilising main actors for one day. From our side, we can adapt ourselves.

 

We have met already with local NGO Green house and I think it is worth to associate them to this event. We are wondering whether any other NGOs dealing with disability exist in the region. The Green hose was presented as only one having local representation. Others are working from Tbilisi

 

We are mentioning two contact persons designated by local administration last time:

We can come back either Monday evening (Option 1) or Tuesday afternoon (Option 2) according to willingness of local authority to have more discussions about future project.

 

For better impact of this workshop, we would like to invite Maguli Shaghashvili and Keti Gigineishvili to participate in this workshop. We are trying to solve any practical problems related to their participation by the end of this week and we wold be happy to see them with us if they are available.

 

About a memorandum (MoU), Expertise France can be a signing part. We can simply use the same template as in case of Adjara (in this case I cannot see the problems from the point of view of legal department of the Ministry). But we would like to have an English translation of this memorandum before signature.

If it makes difficulties we can sign the memorandum in September as well.

 

I have worked on the work-plan today, but I would like to finish it tomorrow since I have made quite a lot of adjustments based on our discussion.

 

Please let me know your feedback so as we could adapt presentations and schedule.

As you might remember we’ve agreed to have a meeting and sign a memorandum (three way) in Akhaltsikhe on 22nd. Since there is less than 4 working days left, I’m not sure we’ll be able to make it in this short period of time.  As we will need to prepare the memorandum and have a third party (implementer, that we don’t know yet),  agree with licensed medical institutions, as well as have go ahead from our legal dept and minister has to grant the authority to the deputy minister to sign it.

 

Please let us know if we still want to have an introductory meeting on 22nd so we would let all of the participants know in advance.

We need to continue planning our trip to Akhaltsikhe, so the following topics need to be agreed among us:

 

1)      MoU – are we signing the MoU and who is the signatory besides the ministry and medical facilities? – we need to prepare medical facilities.

2)      Meeting agenda: what’s on the menu? Introduction of the assessment instrument, introduction of the process, signing of the MoU, establishment of the “interest group”- local govt, medical institutions, local NGOs working on disability? Parents of disabled children, disabled persons, agreement on the next steps.

 

 

We’re awaiting for the updated action plan.

 

 

Also please provide your suggestions and ideas about the Akhaltsikhe meeting.
