Dear Deputy Minister,
after feedback from Nino Veltauri and Lika Klimiashvili we would suggest the following adjusted formulation for the BS Indicator 2.3:
Full achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi (including 5 District Offices) and all Regional Offices;
Partial achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi (including 5 District Offices) and 6 Regional Offices.
As the NSM will be the basis for work in all SESA offices from the start the benchmark should be the scope of its implementation. The smaller Regional Offices with only 2 or 3 staff will not be able to deliver the full range services immediately. This new BS Indicator would be in line with the Action Plan 2019 -2021, Activity Outcome Indicators 2.1.1.2 and 2.1.1.3. The formulation of the partial achievement leaves some leeway in case the goal has not been achieved in a Regional Office mentioned in the first Indicator (2.1.1.2) but by one listed in 2.1.1.3.
The issue of accessibility is of course important and needs to be addressed as well, but it would not be a good idea to jot down an Indicator within a few hours without previous consideration. We should therefore refer to Ummuhan's proposal to introduce a statement about the need to increase the coverage of the service in the Comment section and convert it later into an indicator.
