Dear Deputy Minister,

Thank you very much for agreeing to meet me on Friday to discuss in more detail the expectations of the Ministry for our provision of technical assistance in support of further development and effective delivery of employment services. In view of the planned establishment of the Employment Service Agency the ToR of the project will obviously require adjustments which should be set out in the Inception Report and which will form the basis for our project implementation. We need to be absolutely sure that the activities proposed in our work plan are aligned as closely as possible with the needs of the Ministry and of the new Agency.

As we discussed at our previous meeting, my need to collaborate as closely as possible on a daily basis with those responsible for developing the employment services function will be greatly assisted if my place of work can be physically located within the Ministry or the Agency, and I would like to discuss further with you about the question of providing suitable working space for the project to ensure smooth implementation of the agreed activities.

We are also proposing to recruit a long-term non-key expert to work with me on the functional setup of the employment offices and the training of newly appointed staff, at central and regional/local levels, in addition to our use of short-term experts in delivering the TA. In this regard, we hope very much that it will be possible to accommodate at least two or, if possible, three of us in the offices of the Ministry or the Agency during the implementation of the project.
