Joint Survey

PES are Swinging into Action in Response to the COVID-19 Pandemic

Dear Ms Tamila Barkalaia,

Warm greetings from the ILO in Geneva in these difficult times.

The world is currently experiencing an unprecedented crisis and the Public Employment Services around the world, like other public or private actors, have unprecedented challenges to take up:

•    Today, to limit the impact of the economic crisis caused by this pandemic, and together to anticipate the actions we will have to take to support the economic recovery.
•    Tomorrow, to contribute to repairing the social and economic damages caused to our territories, and, to promote new perspectives emerging from the lessons we will learn from this difficult collective experience.

That is why the International Labour Organization, in collaboration with the World Association of Public Employment Services (WAPES), with the support and commitment of our partners - the European Commission, the Inter-American Development Bank and SOCIEUX +, is inviting your organization to kindly participate in this survey. As mentioned before, we work in collaboration with our partners to collect the necessary data as soon as possible and to avoid each organization having to ask you to fill in practically the same type of survey separately. The survey aims to enable PES to share experience very quickly in the face of this crisis, and to already identify and anticipate the problems that we may have to deal with in the long term. The results will be used to document interventions in response to the pandemic and to share experiences and encourage peer learning among members and beyond.

We are grateful that by completing this survey you agree to share the data with other PES and the collaborating organizations.

The survey focuses on 4 main areas:

•    Preventive and economic support measures, including beyond PES scope;
•    Measures to maintain PES services;
•    Measures of service organization; and
•    The current or foreseeable problems on the functioning of the labour market and ensuring service delivery.

Together with our partners, we will process the data that you share and identify the themes to be investigated further to strengthen PES actions in this context and for the future.

The time required to complete this survey is estimated at 30 minutes. To familiarize yourself with the questionnaire, a PDF copy is available as an attachment.

The link to encode your answers will be active until April 19, 2020. We thank you for your time.

In case of technical problems with the tool, please send an e-mail to: employmentservices@ilo.org and wapes@wapes.org.

We thank you for your time,
