Dear Mrs. Deputy Minister,

I hope my email finds you well. I am very pleased to inform you that  the last phase of the contract preparation has been accomplished from our side. The signed  and initialed originals of theTwinning contract will be sent  on Friday to the DEU for its further administration.

7th October was determined as the date of arrival of the RTA Mrs. Valeria Kubalova to Tbilisi and  to start officialy the implementation of the TW project.   I can confirm Valeria´ s readiness and her arrival to Tbilisi to start the project as it has been foreseen. Following  the TW Manual the RTA has a certain time for preparation of the Workplan (together with both Component Leaders) and in very close cooperation with you. We are aware of your deadlines following the Association agreement  and we would like to prepare the work plan  very quickly because the real work of experts can start  only after  approval of the Rolling Work Plan in the Steering Committee. That are procedures which take a time. Therefore we have already planned the arrival of both Component Leaders and Junior Project Leader from Estonia during a week on 21 - 25 October to prepare the work plan for the first 6 months and Communication Strategy and to start with approval process. Where are a couple of  issues  to be arranged prior the arrival of RTA and I would propose a direct communication between RTA and RTA conterpart to solve any operational issues.  Prior the arrival of the RTA  could you let us know where  the facilities to be provided for RTA  and for  the project team are allocated.
