Dear Ms. Gabunia, dear Ms. Barkalaia,
based on the request from the Georgian Ministry of Finance, the German Development Bank KfW –on behalf of the Federal Republic of Germany – is preparing a Covid-19 response project to support social protection measures in Georgia.
We would like to use the call to discuss the scope of the project as well as raise some concrete questions regarding needs and implementation structures. Since we are trying to align the project with the World Bank Covid-19 response project, Lire Ersado from the World Bank is going to join the call.
General information about the planned social investment project:
- probable size: EUR 15 million concessional loan plus EUR 7 million grant - subject to high degree of uncertainty
- close alignment with World Bank Covid-19 response project envisioned; focus on social transfer payments for vulnerable population;
- target date for signing: August / September 2020
Specific issues to be raised:
- need for technical assistance for the preparation / implementation of the project and especially to the PIU (note: KfW can mobilize some TA grant funds; a separation of TA for preparation and implementation is important because KfW taps into different sources of funding for the two activities). What are the TA needs for the PIU and how are they being financed?
- KfW will likely mobilize grants and concessional loans; it is important to use them for different purposes and be able to justify why one of the purposes deserves grant financing (e.g., higher vulnerability of the recipients - ethnic minorities, refugees etc.). Does the Ministry have any suggestions on how this could be structured?
- the German government would like to offer some targeted support to students in vocation education (TVET) institutions. This would be in line with Germany's longstanding support for this area. Does the Ministry have any suggestions how TVET students could benefit from transfer payments e.g. in the form of stipends or vouchers?
