Let me first of all wish you all the best in a New 2019 Year! I would like to update you on our current cooperation in the skills
development:
Skills for Jobs phase 2 programme - following up our last year meetings and correspondence regarding draft Terms of Reference (ToR)
of the service contact, I am happy to inform you that we are well advanced in this direction. The internal approval of the ToR reflecting comments received from the line ministries was recently launched at the Delegation and as a next step, the official
letter asking your Ministry to endorse the ToR will be sent out in a due time. With this email I would like to ask your Ministry as coordinator of the programme, to nominate an evaluator for the evaluation committee, which shall consist of three voting
members and observers. You as a beneficiary of the tender supposed to propose one evaluator and observer(s) – two of three maximum and also their replacements (back-ups).
I would like to draw your attention to the following:

Evaluators and observers are nominated on a personal basis and should attend all meetings of the evaluation committee. Their identity should be kept
confidential. They must observe strict impartiality and confidentiality until contract signature and must exercise their function in an independent manner.

Evaluators and observers must possess the technical and administrative capacities necessary to give an informed opinion on the tenders. In particular
they should be fluent in English and knowledgeable in the subject of the tender.
We would appreciate receiving your reply by 30 January 2019.
