Dear Heinrich,

In response to your email regarding changes in indicator for 2021, let us inform you that after discussing possible versions of acceptable indicators we are suggesting the following:

Full achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and all Regional Offices. All regional offices except Tbilisi cover at least 35% of the beneficiaries from the remote areas/municipalities without SESA offices.

Partial achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and six Regional Offices. Six regional offices except Tbilisi cover at least 35% of the beneficiaries from the remote areas/municipalities without SESA offices

In case you suggest better wording for the indicators, we are ready to accept.

As to the indicator for 2020, as I have already informed the Delegation, we do not intend to change  and commit to fulfill it.

Dear Deputy Minister,

we discussed this morning with Timo Kuusela (ETF) about a suitable adjustment of the BS Indicator 2.3 and would like to suggest the following reformulation and consider it with you tomorrow in the planned conference call.

Full achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and all Regional Offices, with at least 30% of the clients resident in municipalities other than the one in which the regional office is located.

Partial achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and 6 Regional Offices, with less than 30% of the clients resident in municipalities other than the one in which the regional office is located.

This formulation would correspond to Activity 2.1.1 of the Action Plan for 2019 -2021 which foresees the establishment of all Regional Offices and the delivery of full employment support services by 2021 (Activity Outcome Indicators 2.1.1.2 and 2.1.1.3). At the same time, it would also take account of the requirement of providing access to the services of the Agency for Georgian citizens.

We certainly need to discuss and agree with you the percentage-benchmark for the outreach of services and how to count the agreed figure, as presumably most of the beneficiaries and types of services will be provided in Tbilisi. It would therefore be necessary to estimate the national total of beneficiaries and their proportion per 6 regional offices. Alternatively, the outreach target of 30% could be defined excluding Tbilisi and it’s district offices and focus it only on the 6 regional offices. This might better define to what extent the new employment agency is able to reach their clients outside the regional centres.

To keep the formulation concise, we suggest to rather list the NSM services (profiling, mediation, providing ALMP measures, career counselling, support to vulnerable groups) in the passport than in the indicator itself. The same applies also to the methods of calculating the outreach to the areas outside the immediate catchment area of the regional offices.
