I hope this message finds you well.
I revert back to you regarding the report submitted on November 21st on the achievement of the prior actions for the year 2019 within the framework of the Social Welfare PBL.
We don’t have specific comments on the report itself and we are pleased to see the progress achieved over the past months, especially as pillars 1 (social protection) and 2 (health system) are concerned. Pillar 3 (IDPs) has also been progressing but we will still need to understand the Ministry’s position on the IDP allowance reform. This will be further discussed with the new team in charge in the coming weeks and months.
In order for us to finalize the assessment of the prior actions, we would need further supporting documents to evidence the progress and achievements mentioned in the report. More specifically, we would need to receive the following documents (Georgian versions are fine with us, we would appreciate to have the title of the document in English):
- Pillar 1, Objective 2 &3
o Amendment of the Government resolution No.66 of Jan. 15, 2014 on “technical regulations – Standards for Child Care”. We understand that the document is currently under revision but we are fine with receiving the draft version.
- Pillar 2, Objective 1:
o Decree of GoG N520 of 5th November 2019
o List of conditions for the selection of primary care institutions to participate in outpatient/ambulatory component under UHC program.
o More detailed information about the expected timeline and criteria for the selective contracting to be implemented in Tbilisi, Batumi and Kutaisi.
o List of criteria for inpatient admission (draft version is fine)
o New mechanisms developed for administration and financing of the State Program of Chronic Diseases Drugs (draft version is fine)
o Strategic Purchasing implementation strategy developed with the support of WHO.
o Business processed elaborated for Strategic Purchaser and SOPs for the functioning of each strategic department under the SSA.
o DRG Implementation plan
- Pillar 2, Objective 2:
o In the report it is mentioned that in 2018, the State budget dedicated to mental health has significantly increased. Is there any report on the execution of the 2018 mental health related budget available? + can we have information of the budget allocated for 2019 and planned to be allocated for 2020?
o New draft Law on Psychiatric Care
o Amendments to the Law on Health Care
o Standardized questionnaire for monitoring/evaluation of the institutions providing psychiatric care
o Results of the evaluation conducted in April-May 2019 and presented to the Parliament in November 2019.
On Pillar 3, the provided documents are sufficient so far. They might be completed before the end of the year depending on the work currently undertaken as part as the Technical Assistance funded by AFD.
The list of requested documents seems quite long, but our understanding from the report is that all the above mentioned documents are already elaborated (even if in a draft version) and therefore available. Please do not hesitate to inform me if this is not the case.
I thank you in advance for the transmission of these documents and I remain at your disposal and the disposal of your team for any further information needed for finalizing the 2019 assessment process.

Subject: AFD - Signature of the 2nd tranche of the Social Welfare PBL
Dear Ms. Gabunia,

Following up our meeting on October 31st related to the second tranche of the Social Welfare Policy Based Lending extended by AFD to Georgia, I revert back to you to stress the importance of finalizing the negotiation of the related Credit Facility Agreement (CFA) of 35 M€ to ensure the signature of this document in the shortest possible delays as well as to process with the disbursement of the funds by the end of the year. I understand from my last exchange with the Ministry of Finance that only the potential comments from the MIDPLHSA are still lacking to finalize the internal approval process of the CFA. I would be grateful if you could support the swift finalization of the review of the CFA by your team, so that we can soon proceed with the signature of this document.
As far as the report on achievement of the triggers for the year 2019 is concerned, we will be in contact with your team as discussed during out meeting.
