I contact you as the second tranche of the Social Welfare Policy Based Loan of 35M€ was approved by AFD Board last week. It is expected to sign the related loan agreement between AFD and the Ministry of Finance in the coming weeks with the objective to disburse the funds by the end of the year.

In this perspective, it is important that the objectives agreed upon in the 2019 Social Welfare Matrix are reached in due time and that we receive a consolidated report evidencing the completion of the targets, to the possible extent by November 22^nd 2019.

In light of the above mentioned, I would like to meet you and your teams, if possible next week, to discuss about the current status of this matrix and the achievement in due time of the targets. I attach to the email the update 2019 matrix.

This exchange will also be the occasion to discuss the ongoing Technical Assistance program currently implemented by Expertise France under AFD financing and more generally the strategic vision of the Ministry about the different reforms supported within the framework of the Social Welfare PBL.

Would you be available for such a meeting on Monday 28^th morning, Tuesday 29^th morning or Thursday 31^st October morning?
