Subject: proposal of two crisis management IT-solutions to the Government of Georgia from the Government of Estonia
Dear Deputy Minister, Ms. Gabunia,
In challenging times we need novel and more flexible solutions, so first of all, I hope you don’t mind me approaching you via e-mail, instead of a more official letter.
Allow me also to commend the Government of Georgia for timely and exemplary management of the COVID-19 outbreak and for taking rigorous countermeasures to handle the fast-developing situation.
Since tackling the challenges of the novel coronavirus is a worldwide common effort, where no country, especially friends, should be left alone, the Ministry of Foreign Affairs of Estonia is re-adjusting its development cooperation priorities to better correspond to the ongoing challenges and to addressing the further consequences of the COVID-19 crisis in partner countries. Currently we are working also on a more extensive humanitarian aid and development cooperation assistance package for Georgia. We will provide more details to the Development Coordination Unit of the Prime Minister of Georgia in the coming days.
Meanwhile, I would like to inform you that in the framework of the package the Government of Estonia is considering providing the Government of Georgia two current crisis management related IT-solutions:
· Estonian IT company Vizkey™/Real Systems: software can be effectively applied to COVID-19 virus control. Their IT solution is helpful to prevent the spread of virus by availing to combine data from different sources such as passenger lists of flights, national population registers, schools, medical institutions, and locations of isolations, social media and other appropriate data stores. The result of task-oriented data collection shows both the links and the whole picture, helping the professionals to better understand the trends and to plan further actions. Please see attached 1 pager summary and PowerPoint presentation (attachment 1 and 2).
· CoNurse: COVID-19 crisis has caused a need for additional training to medical workers, which means that to certain extent the newly trained will be lacking experience related skillset. CoNurse helps nurses to quickly familiarise with new subjects and helps to guide them through the nursing procedures via Bluetooth headset, which helps nurses to provide better quality of care with smaller risk of infection. CoNurse suits best for the learning process of newly trained nurses and offers valuable support primarily to nurses who have less experience
I would hereby kindly like to ask you and your team to assess the need for Vizkey and/or CoNurse IT solutions in Georgia and the possibility to integrate them within the existing IT-solutions in your country. Should you need any further information about the broader terms, please do not hesitate to contact me. Should you be interested in further technical details, our Embassy will be glad to put your team in direct contact with the representatives of those companies.
I wish you health and all the energy in managing those difficult tasks in the sector under your able supervision,
With kind regards,
Kai Kaarelson
