Dear Mrs. Gabunia,

 

I would like to follow up on the below communication regarding the  analytical capacity strengthening process at the ministry. In the previous communication you requested to postpone the activity. We extended the contracts of our consultants until June. I just wanted to remind you that If launched, the self-assessment has to take at least 4 months.

However, with this email I would like to again advise on how to proceed. We need to either extend and expediate or terminate the process.

Dear Deputy Ministers

I would like to follow up on our earlier meeting with the Minister and specifically draw your attention to the Information Technology and Analytical Department capacity building and institutional strengthening process, including the implementation of Common Assessment framework (CAF) in the department. As we have earlier discussed, our experts have already conducted a baseline assessment and produced a report. The report covers the state of analytical capacity at the Ministry as well as at the subordinate agencies. The report clearly shows the need of a reform to strengthen the analytical capacity at the Ministry.

In order to support the process of the reform at the ministry, it is critically important to use quality management approach to strengthen the department. If respectfully implemented, the Common Assessment Framework would give the department the possibility to respond the existing challenges and pave the way to substantial reform.   

In fact, our consultants have already engaged with the department and conducted the initial training. The training was well received and we felt that they would further follow up to implement the entire process.  And yet, at this stage, the process has been dragged and somehow delayed.

Our initial planning envisage the completion of CAF process by end of February, however, since the ministry has not even started the self-assessment process, the implementation will be definitely delayed. Usually, the self-assessment lasts from four to six months and requires active engagement of respective personnel. 

As we face financial limitations and donor requirements, it is salient to align our expectations to better understand the Ministry’s position in terms of continuation and further implementation of CAF.  We would very much appreciate of having a clear understanding and assurances of the Ministry’s intentions.

 Justice House of the Ministry of Justice was the first public agency in Georgia that initiated and implemented CAF and your ministry would be the second institution in the country which would use CAF to holistically analyze its analytical capacity and further strengthen it.

 For you easy reference, I am sharing the following documents:

  1. ToR – initial plan to start the strengthening process
  2. Task description and details (file name Statement of Work in ENG and Geo)
  3. Baseline report (file name Baseline Assessment in ENG and Geo and short summary named  baseline assessment მოკლე შინაარსი)
  4. Agenda of the CAF training (file name CAF agenda)
  5. Action plan developed by the ministry during the training of the personnel ( file name სამუშაო ვერსია _ eng CAF გეგმა გრაფიკი)

 We will be happy to  have further discussion on the subject and would very much appreciate of having a joint meeting for that matter.
