Subject: Georgia - Offer from Linet for Intensive Care Patient Beds, Med-Surg Patient Beds, and Transport Stretchers

Dear Volkan and Maddalena,

I would like to bring to your attention an offer for three products from Linet (www.linet.cz), one of the largest global producers of hospital beds that provides beds for intensive care, regular inpatient care, and special beds for hospitals for the long-term sick: (i) Intensive Care Patient Beds, 4 models; (ii) Med-Surg Patient Beds, 1 model; (iii) Transport Stretcher, 1 model. The attached Linet Offer Summary sheet outlines contracted models, key features, pricing, and other contract terms for each proposed device. Offer prices are provided in the attached Registration of Interest Form (ROI Form). Please note that the pricing for each offered product will expire on Thursday December 31, 2020.

All offered patient beds meet or exceed World Health Organization and ECRI (Emergency Care Research Institute) developed baseline technical performance specifications that are provided in Appendix A of the Offer Summary sheet. As an additional resource, please also find attached the latest BFP side-by-side patient bed comparison table. Please note that Linet has also offered a transport stretcher for consideration by Borrower countries. The attached Linet Offer Summary sheet outlines this product, its key features, pricing, and other contract terms.

It is encouraged that the Borrower country confirm their interest in the products offered by Linet by completing the ROI Form as soon as possible, confirming which products and quantities are needed. An early confirmation of the products and quantities will help us assure availability. Linet will then quickly advise the precise lead time and CIP Pricing, after which the Borrower has 7 days to sign a contract to procure. If after this date the Borrower has not signed the contract, Linet will cancel the reservation in their production schedule.

Other Terms

Pricing:               All prices are in USD with CIP prices to be established once destination and unit volume are determined. Prices include onsite training and warranty, but exclude shipping/airfreight cost which varies by destination. Unpacking and installation by Linet or its local distributor/partners will be included in final CIP pricing and would cost a maximum of 10% of the contract value.

Delivery Time:   Delivery times will be phased, subject to the date of the order. Final dispatch dates will be provided upon receipt of a completed ROI Form.

Delivery:             Linet will provide single delivery CIP to a designated location. Under CIP, the Borrower country would be responsible for costs relating to:

·         Terminal Charges Destination

·         Customs Clearance Import

·         Transport to Destination On-Carriage

·         Unloading at the Borrower’s Premises

Please note CIP prices to be established once destination, freight method and unit volume are established.

Training:             Training material with service and user manual for all offered countries, online product webinars, onsite training by distributors.

Service:               For countries where Linet has a local partner, service during the warranty period will be provided through a local partner. Basic extended Post-warranty service, 3% of contract value per year (spare parts and labor work included), to be contracted locally by the Borrower country and is provided either by Linet or a local partner. More comprehensive service and preventative maintenance contracts can be provided as required.

Manuals:            Printed user and service manuals will be provided with each piece of equipment. Electronic copies are also available.

Next Steps

1.       Borrower country completes and returns the attached Registration of Interest Form (ROI Form) with the following information:

a.       Quantity of each product required.

b.       Single delivery destination.

c.       Identify your country’s accepted contract signing protocols (e.g. e-signature, scanned signature).

2.       E-mail the completed ROI Form and send to Mukesh Chawla, copying Gabby and John. Please note that the pricing for each offered product will expire on Thursday December 31, 2020.

3.       OPCS will forward the ROI Form to Linet and draft the contract for the Borrower.

4.       OPCS will send the contract to the TTL, copied to the Country Procurement Specialist (CPS), so they can add final local details (e.g. legal name of Purchaser, name of signatory, etc.).

5.       TTL (supported by the CPS) presents the final contract to the Borrower for their decision and signature, after which the Borrower has 7 days to sign a contract to procure. Prior to the signing of the contract, please ensure that the Borrower has signed the Bank Facilitated Procurement (BFP) letter.

6.       If the Borrower signs the contract, please send the signed contract to John, copy Mukesh and Gabby.

7.       OPCS will work with Linet and return a signed copy of the contract to the Borrower, copying the TTL.

If the Borrower decides not to proceed or sign the contract (which is fine) please send an email (with the reason) to me, copying Gabby and John.

Please let us know if we can provide any further information on the above offer. We look forward to hearing from you.

Best,

Mukesh
